Job Description

DAI seeks multiple Operations Assistants for a 5-year, $25 million dollar USAID funded Program for Aquatic Natural Resources Improvement (PANI) program in Nepal. 

Background

Water is the single most important natural resource underpinning Nepal’s economy and livelihoods. The sustainable management of water resources in Nepal depends on addressing climate change and protecting healthy, biodiverse ecosystems. PANI aims to enhance Nepal’s ability to manage water resources for multiple uses and users through climate change adaptation and the conservation of freshwater biodiversity. The focus will be at the watershed, basin, and national scales and the project has approximately $5 million in grants and activity procurements. This goal will be reached by meeting the following objectives:

  • Reduce threats to freshwater biodiversity in the Karnali, Mahakali, and Rapti river basins.
  • Increase the ability of targeted human and ecological communities to adapt to the adverse impacts of climate change through improved water management.

Position Overview

The Operations Assistant will be based in the project headquarters office in Kathmandu and will be responsible for activities related to human resources, administration and procurement. Responsibilities will include but are not limited to collection and maintenance of HR files, overseeing the procurement process, managing inventory and other tasks assigned by supervisor.  

Responsibilities

Human Resources

  • Assist the project’s human resources department in coordination with the DAI HR Manual and local labor law.
  • Coordinate the recruitment process in preparation for negotiations, hiring, evaluation and termination of employees/consultants in consultation with the COP and senior management staff.
  • Ensure that HR files are maintained with all necessary documentation.

Administration

  • Assist with making necessary arrangements for meetings, trainings or program event held at office and outside;
  • Maintain relationships with apartment landlords and office building management;
  • Manage office space allocations for short-term advisors;
  • Maintain files on requests for policy changes and updates – review monthly with management;
  • Assist with Photocopying & scanning official documents, collect, sort and distribute documents, as requested;
  • Responsible for the maintenance of all computer equipment, office furniture and office supplies.
  • Responsible for maintenance of project inventory.

Procurement

  • Support project procurement and ensure compliance with corporate policies, contractual terms, US Federal Acquisition Regulations, Agency for International Development Acquisition Regulations (AIDAR) and other applicable rules and regulations;
  • Manage procurement process which includes preparing specifications, solicitation documents, managing evaluations, drafting requests for consent for the contracting officer and overseeing vendor selection process;
  • Ensure that a transparent and responsive procurement process is implemented and maintained;
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies;
  • Ensure that all Supplies, services and equipment required are delivered in time;
  • Manage vendor relationships, contacts, and pre-qualifications lists;
  • Maintain procurement files in accordance with applicable policies and procedures;
  • Provide procurement procedures and policy guidance and interpretation for program staff;
  • Work with the Office Manager to keep the inventories updated, prepare property disposition requests and annual inventory reports;
  • Day-to-day input of inventory of all project property.

Responsible for other duties, as assigned by the Operations Manager.
