Department: Corporate Services
Reports To: Corporate Services Manager

Job Summary

The Human Resources (HR) and Compliance Officer is responsible for managing the Company's human resource operations while ensuring compliance with internal policies, labour laws, statutory requirements, and regulatory obligations. The role supports recruitment, employee lifecycle management, performance management, training, employee relations, documentation, internal audits, and compliance monitoring across the Head Office and retail outlets.

Key Responsibilities

A. Human Resources

Recruitment & Onboarding
Coordinate recruitment, selection, interviews, and onboarding of employees.
Prepare employment contracts, appointment letters, confirmation letters, transfer letters, and other HR documents.
Conduct employee orientation and induction programs.
Employee Administration
Maintain employee personnel files and HR information systems.
Administer attendance, leave, overtime, and employee movement records.
Support payroll preparation by verifying attendance and leave records.
Maintain confidentiality of employee information.

Performance Management

Coordinate probation reviews, annual performance appraisals, KPI tracking, promotions, and confirmation processes.
Maintain performance records and support employee development initiatives.
Employee Relations
Address employee queries and provide HR support.
Assist in grievance handling, disciplinary actions, and conflict resolution.
Organize employee engagement, welfare, and recognition activities.

Training and Development

Coordinate internal and external training programs.
Maintain employee training records and competency matrices.
Monitor mandatory training completion.

B. Compliance

HR and Labour Compliance

Ensure compliance with the Labour Act, Labour Rules, internal compliance procedures, tax regulations, and other applicable employment laws.
Monitor implementation of company HR policies, SOPs, and Code of Conduct.
Assist in policy review and updates.
Regulatory & Corporate Compliance
Maintain statutory licenses, registrations, and regulatory records.
Coordinate renewal of licenses, permits, and insurance policies.
Maintain compliance calendars and monitor renewal deadlines.
Prepare compliance reports for management.

Internal Audit and Risk Management

Conduct periodic HR and administrative compliance audits.
Identify compliance gaps and recommend corrective actions.
Monitor implementation of audit recommendations.
Maintain audit records and corrective action registers.

Documentation and Record Management

Maintain and update:

Employee Personnel Files
Recruitment Register
Attendance Register
Leave Register
Training Register
Disciplinary Action Register
Performance Appraisal Register
Policy & SOP Register
Compliance Calendar
License & Permit Register
Contract Register
Legal Case Register (if applicable)
Internal Audit Register
Corrective Action Register

C. Reporting

Prepare monthly and periodic reports on:

Recruitment status
Employee turnover
Attendance and leave
Performance management
Training activities
Compliance status
Policy implementation
Audit findings
Outstanding compliance actions
Workforce statistics

Job Specification

Required qualifications for this job

Required Education Level:Under Graduate (Bachelor)

Required Experience:More than 2 years

Other Specification

Bachelor's degree in Human Resource Management (BHRM), Business Administration (BBA), Business Management (BBM), Management (BBS), Psychology, Law, or a related field from a recognized university.
Professional certification or training in Human Resource Management, Nepal Labour Act, Payroll Administration, Performance Management, Recruitment & Selection, or related HR disciplines will be an added advantage.
Minimum 2 years of relevant experience in Human Resources, Administration, or Employee Relations is preferred.Minimum 2–3 years of relevant experience in Human Resources, Compliance, or Administration is preferred.

Required Skills

Sound knowledge of the Nepal Labour Act, Labour Rules, and employment regulations.
Recruitment, onboarding, and employee lifecycle management.
HR documentation and records management.
Payroll support and attendance administration.
Policy drafting and implementation.
Compliance monitoring and internal auditing.
Investigation and report writing.
Strong communication, negotiation, and interpersonal skills.
Proficiency in Microsoft Office and Google Workspace.

Working Conditions

Based at the Corporate Office with visits to company retail outlets.
