Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable candidates to work with Renewable Energy and Energy Efficiency Programme (REEEP)- Green Recovery and Empowerment with Energy in Nepal GREEN. REEEP-GREEN is a technical cooperation project agreed between the Government of Nepal (GoN) and the Federal Republic of Germany. With support of GIZ on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ) and co-financed by the European Union, REEEP-GREEN is executed by the Ministry of Energy, Water Resources and Irrigation and sets out to improve the preconditions for planning and implementation of measures for the promotion of renewable energies and the efficient use of energy in Nepal. The main objective of REEEP-GREEN is to create the regulatory, institutional, and private-sector conditions for disseminating renewable energy and improving energy efficiency in Nepal. REEEP-GREEN uses a multi-level approach consisting of five output areas: Output 1: Policy- Institutional and Regulatory Framework for Renewable Energy (RE) and Energy Efficiency (EE) at National Level; Output 2: Institutional Frameworks for RE and EE at Subnational Levels; Output 3: Sustainable Market Development for RE; Output 4: Dissemination of Results in the field of RE and EE; and Output 5: Energy Efficiency in Industries and Enterprises.

Responsibilities:

  • Support in steering and technical supervision of consultancy companies
  • Support and coordinate between GIZ, national and sub-national government units with special emphasis on AEPC
  • Support the development of a legal and procedural framework, as well as policies for the promotion and expansion of solar (PV) technologies for economic development at central and sub-national level, based on strong coordination mechanism between national and subnational governments
  • Support the development of measures for ensuring high quality of promoted and installed solar technologies (e.g. standards for the technologies and promotional procedures)
  • Support the development and integration of market-based promotional programmes (incentives / smart subsidies) for solar (PV) technologies at national and sub-national government
  • Support, organize and manage capacity development activities, awareness campaigns, workshops, and orientation programmes for central and local government units in regard to the promotion of solar technologies and the developed measures by the programme
  • Support, organize and manage capacity development measures for the private sector towards a deployment of the abovementioned solar technology in a sustainable manner and of high quality, and to orient the private sector in regard to the measures and outputs developed by the programme
  • Support the development of one catalogue with technical procedural regulations for the design of solar (PV) installations at central and sub-national level (with focus on Solar (PV) Water Pumps, Solar (PV) Rooftop and Solar (PV) Mini-Grids)
  • Support the cooperation between central and sub-national government units, AEPC, NEA and private and public service providers in the provinces
  • Support all levels of government and the private sector in development of market based RE initiatives and projects that are based on principles of financial and commercial sustainability.
  • Contribute to the identification of potential project opportunities and development of project proposals, as appropriate
  • Support the monitoring and evaluation of POSTED
  • Support the knowledge management, experience sharing, and communication of successes of the programme
  • Oversee the development of Information, Education and Communication (IEC) materials such as brochure, flyers, posters, factsheet, success stories, case studies and other relevant materials
  • Build network and partnerships to create synergy in the sector with other multilateral and bilateral development projects at provincial level

Required qualification and experience:

  • Bachelor’s degree in Electrical Engineering, or Power Systems, or Renewable Energies, or Energy Management, or Management, or Environment science, or Law and/or related topics with 8 years of total working experience in renewable energy sector and/or energy related issues

            OR

  • Master’s degree in Electrical Engineering, or Power Systems, or Renewable Energies, or Energy Management, or Management, or Environment science, or Law and/or related topics with 5 years of total working experience in renewable energy sector and/or energy related issues
  • At least 5 years of working experience in the renewable energy sector and with the following PV technologies: Solar (PV) Water Pumps, Solar (PV) Rooftop and Solar (PV) Mini-Grids
  • At least 3 years of working experience in leading work-packages independently and supervising (teams of) consultants and managing larger contracts
  • At least 3 years of experience in project management
  • At least 2 years of working experience in capacity development and organizational development for private sector and government institutions
  • Experience in policy support and in working with different RE-related government levels in the federal context (AEPC, local and provincial governments) is a must
  • Working experience with market-based approaches and public private partnership model is an advantage
  • Experience in working directly with subnational governments (provinces or municipalities)
  • Experience in working in rural areas of Nepal is an advantage
  • Experience with working in donor funded projects
  • Fluency in written and spoken English and Nepali corresponding to C1 in the Common European Framework of Reference for Languages
