Position: District Programme Facilitator
Number of Vacancies:
Location: Okhaldhunga 
Salary and Benefits: Rs. 60,000 to 75,000 (depending on qualification and experience) 
Contract Duration: 3 years (with possible extension) 
Age Requirement: 27+ Youth are encouraged to apply. 

Note: Candidates applying for this position must own a motorcycle with an active driving license. 

Purpose of the Role:

The District Programme Facilitator will oversee Early Childhood Development Education Centers in Okhaldhunga and coordinate various community empowerment programs in the district. This includes children’s development, youth empowerment, women’s empowerment, environmental conservation, public health, and disaster risk reduction initiatives through Community Learning Centers and community outreach efforts.

Responsibilities:

A. Early Childhood Development Centers (VIN facilitates 27 ECDCs):

  • Observe ECD teachers’ classes and provide feedback.
  • Monitor the project to ensure the proper functioning of all centres.
  • Regularly visit ECD centres and interact with teachers.
  • Facilitate meetings with teachers, management committees, and parents.
  • Ensure effective use of ECD curriculum and resources.
  • Maintain clean and child-friendly ECD classrooms.
  • Develop monthly reports and provide monthly progress updates to VIN.

B. Coordination of Community Empowerment Programs:

  • Plan, design, and budget all programs in the district.
  • Lead, manage, and coordinate all programs in the neighbourhood.
  • Prepare financial proposals, cost breakdowns, quotations, vouchers, and receipts.
  • Submit monthly, quarterly, and yearly reports to VIN HQ.
  • Perform other tasks assigned by the Project Manager and Executive Director.

C. Community Learning Centre:

  • Coordinate activities at NaraTika Community Learning Centre.
  • Coordinate VIN-run libraries and computer learning centres.

D. Administrative Tasks:

  • Manage local and international volunteers.
  • Supervise VIN’s Okhaldhunga branch office, staff, and volunteers.
  • Provide support to current staff for successful project delivery.
  • Develop a district network of partners and stakeholders.
  • Contribute to the development of project manuals and templates.
  • Facilitate training and meetings with beneficiaries and stakeholders.
  • Adhere to all processes and procedures of VIN.
  • Manage project activity records and verify receipts.
  • Willingness to develop an urgent plan for volunteers and visitors.

Education:

  • Master’s Degree in Education or any other Social Sciences.

Required Skills and Experience:

  • This autonomous role requires a confident individual who can work effectively independently and make reactive and proactive decisions. 

Essential criteria include:

  • Experience in team management.
  • Experience in delivering projects or training programs.
  • Willingness to work in a remote location in Okhaldhunga District.
  • Experience in facilitating meetings.
  • Ability to provide culturally appropriate feedback.
  • Teaching/training experience.
  • Experience working with children.
  • Demonstrated ability to understand and work with children’s curricula.
  • Ability to work independently and be trustworthy.
  • Demonstrated experience in building solid relationships.
  • Proficiency in Microsoft Office package.
  • Excellent communication skills in both Nepali and English.
  • Ability to write projects, reports, and documentation such as meeting records/minutes.
