Duty Station: Central Office, Lalitpur, with frequent travel to Lumbini and Karnali Province

Overall Project Objective

LISP will improve the ability of Nepal’s local and provincial governments to respond to the demands of citizens for local infrastructure and increase the legitimacy and accountability of local government to their citizens with an emphasis on the empowerment of women. It will create green recovery jobs to stimulate the local economy and build climate resilience.

Purpose of the Role

The Team Leader will provide strategic and operational leadership for the Local Infrastructure Support Programme (LISP), ensuring the delivery of high-quality technical assistance and programme outcomes. The role is pivotal in managing relationships with key stakeholders, coordinating delivery teams, and ensuring compliance with contractual obligations.

Role of the Team Leader

The role of the Team Leader is to:

Be an active and vocal lead of the LISP programme, leading in the setting of the vision, strategic direction and delivery framework to achieve the impact for LISP
Create an open, professional working culture that is inclusive and supportive, yet uncompromising on quality and focused on delivery of LISP to maximise impact
Lead the programme leadership team including the DTL Technical Design, DTL Technical Coordinator and Senior Programme Manager, and work closely with other programme leadership functions including the Programme Director, the UK Programme Manager and the Technical Director, to deliver systemic change in Local Government approach to delivering climate-resilient, inclusive infrastructure services for their communities, through the LISP TA approach.
Support, oversee and hold to account the team in delivering their responsibilities and meeting contractual Payment By results milestones and deliverables and in achieving high scores in the Key Performance Indicators.
Provide technical oversight and quality control and approval of all submissions and outputs from the LISP programme.

Key Responsibilities

Strategic Leadership & Stakeholder Engagement

Represent LISP and DT Global in all programmes matters in engaging with stakeholders for programme delivery.
Develop professional relationships with FCDO, Government of Nepal officials, and other key stakeholders to best deliver LISP in accordance with contract.
Lead the strategic direction of the programme, ensuring alignment with donor priorities and national development goals.
Promote the programme’s visibility and legitimacy, with a focus on empowering vulnerable groups and building climate resilience.
Lead and embed a culture of continually learning to enhance LISP activities and impact, using an evidence base, with data collected from the field through the monitoring and reporting framework.
Oversee and be accountable for the delivery of TA services to meet required quarterly KPI schedule
Primary stakeholder relationship holder with the British Embassy in Kathmandu (BEK) engaging to collaborate, co-design and provide feedback on performance, risk management and achievements
Primary stakeholder relationship holder with relevant Federal level stakeholders, in particular MoFAGA, working proactively with as the lead for LISP TA, ensuring the team collaborate, build trust and assist their counter parts in delivering LISP

Programme Delivery & Oversight

Oversee day-to-day technical and operational delivery of services through the DTLs.
Oversee the development and management of the project work plan, including milestones, risk management, and change control.
Undertake field visits to provincial and local teams to oversee and support technical backstopping, quality control, improve LISP staff effectiveness and capacity and to assist in learning and improving the delivery of LISP for the benefit of Nepal
Be accountable for ensuring key LISP documents are accurate for management and reporting purposes, including the Risk Register, all weekly, monthly, quarterly and annual reporting Work with the LISP Provincial Coordinators to ensure effective and efficient delivery of technical assistance, capacity building and fiduciary oversight at the Local Governments supported by LISP

Reporting & Compliance

Ensure all reporting requirements are met, including progress reports, financial updates, and donor communications.
Maintain oversight of project documentation, ensuring updates and compliance with DT Global standards and FCDO requirements.
Ensure timely delivery of Payment-by-results (PbR) milestones and deliverables in accordance with the costed workplan, raising risks in accordance with the head contract

Team Management

Provide leadership and guidance to the delivery team, fostering a collaborative and high-performance culture.
Support recruitment, onboarding, and performance management of team members.
Work closely with the Deputy Team Leader and Programme Manager to ensure continuity and integration across workstreams.
Be an active lead in engaging with the CCMT to assess performance and agree delivery changes in approach to enhance impact.
At all times, support all LISP project staff in meeting the obligations of the LISP contract.

Qualifications and Requirements

A master’s degree in civil engineering, construction, structural engineering or equivalent academic/professional qualifications.
Minimum of 15 years’ experience in managing development projects and at least 10 years’ experience in leading a multidisciplinary team; experience as expert and/or team leader for Infrastructure projects.

Required Competencies:

Demonstrated competence in managing infrastructure development project.
Strong social skills for collaboration with government agencies at all levels.
Strong motivator, a team player, and a coach
Excellent analytical, conceptual and programmatic competencies
Excellent interpersonal and communication skills, and demonstrated ability to effectively interact and collaborate with people in multidisciplinary teams as well as work across departments, divisions and institutions.
Commitment towards gender equality, diversity and social inclusion
Fluency in English and Nepali, both written and spoken.
Experience managing a large team of project managers or leads and consultants in multi- dimensional projects
