Duty Station: Based in Phungling, Taplejung District with frequent field travel to project schools and municipalities

Through long-term partnerships with local organizations, HTUK works to improve access to essential services and enhance the well-being and resilience of remote and underserved communities.
1. Position Purpose:
The Health Promotion Officer (HPO) will lead field implementation of the Promoting Health in Schools Phase II project under the guidance of the District Program Officer and Program Coordinator. The HPO will coordinate, implement, and monitor all school-based health promotion interventions in targeted schools and health facilities of Phaktanglung RM and Sirijangha RM.
The position plays a crucial role in strengthening school-level health promotion, delivering teacher training, liaising with local stakeholders, and ensuring project activities are implemented effectively, inclusively, and sustainably.
2. Key Responsibilities
A. Project Implementation and Coordination (40%)
- Lead day-to-day implementation of field-level project activities in accordance with the approved project plan, log frame and budget.
- Organize and facilitate school-level health promotion activities including teacher training sessions, awareness events, and school health days.
- Conduct and document Program Orientation Workshops and biannual coordination meetings with School Management Committees (SMCs), RM and Ward offices, and local education/health units.
- Facilitate the development and signing of MoUs with Rural Municipalities and Provincial unit for collaboration and sustainability.
- Coordinate with health posts, FCHVs, and teachers for the implementation of health promotion activities.
- Support for Birthing Center Renovation Activities.
- Ensure GEDSI (Gender Equality, Disability and Social Inclusion) considerations are incorporated in all activities.
B. Capacity Building and Training (25%)
- Support the Health Promotion Teacher Training program by organizing logistics, liaising with PETC and certified trainers, and facilitating training sessions.
- Oversee pre- and post-training assessments to evaluate learning outcomes.
- Support delivery of follow-up training to reinforce teacher competencies.
- Provide continuous mentoring, classroom support, and coaching to trained teachers for effective health lesson delivery.
- Facilitate orientation on inclusive and gender-sensitive health education for GEDSI focal teachers.
C. Development and Utilization of Educational Materials (10%)
- Support the development of NHEICC-aligned IEC materials (teacher manuals, posters, student workbooks, etc.) in collaboration with the Program Coordinator.
- Distribute printed IEC materials to schools and ensure proper utilization through quarterly field follow-ups.
- Document best practices and feedback from teachers and students to inform material improvement.
D. Monitoring, Evaluation, and Reporting (15%)
- Conduct school monitoring visits and joint monitoring visits with RM Health and Education Offices and SMC representatives.
- Collect, compile, and report data using standardized tools (attendance, training outcomes, pre/post-test results, SMC meeting records).
- Facilitate biannual SMC review meetings and document follow-up actions.
- Support teachers in administering student pre- and post-knowledge assessments each academic year and analyze results to assess health knowledge improvement.
- Maintain accurate field documentation, photographs, and case studies showcasing project impact.
- Provide timely technical and monthly progress reports to the District Program Officer and M&E Officer.
E. Advocacy, Partnership, and Sustainability (10%)
- Engage with RM and Ward level officials to advocate for the integration of school health promotion into local annual education and health plans.
- Facilitate the process of developing RM school health promotion guidelines based on field experiences.
- Mobilize SMCs to advocate for school health nurse appointments and resource allocation for school health programs.
- Promote local ownership through continuous dialogue with community leaders, parents, teachers, and local government representatives.
3. Required Qualifications and Experience
Education:
- Bachelor’s degree in Public Health, Nursing, Health Education, or a related field.
- Master’s degree in Health Education or Health Promotion preferred.
Experience:
- Minimum 3–5 years of field experience in school-based health education, field-level health promotion activities, or school health programs.
- Prior experience working in remote, mountainous regions of Nepal is highly desirable.
- Proven ability to coordinate with multiple government and community stakeholders (Education, Health, RM Offices).
- Experience in teacher training, facilitation, or health education program design and evaluation preferred.
4. Key Competencies
- Strong knowledge of School Health and Nutrition (SHN) strategy and Nepal’s Education and Health policies.
- Excellent facilitation and participatory training skills.
- Strong data collection, documentation, and reporting abilities.
- Proficient in Microsoft Office (Word, Excel, PowerPoint) and basic mobile data tools.
- Strong analytical, problem-solving, and communication skills.
- Ability to work independently under minimal supervision in rural and challenging environments.
- Fluency in Nepali and English (written and spoken).
- Commitment to gender equity, inclusion, and community empowerment principles.
5. Expected Deliverables
- Successful organization of all project orientation, training, and review meetings.
- Signed and executed MoUs with local and provincial governments.
- Maintain project data systems to collect, store, and manage school health promotion data, ensuring accuracy, completeness, and timeliness.
- Quarterly and annual monitoring and progress reports.
- Accurate and timely submission of training and student assessment data.
- Documentation of project best practices, success stories, and photographs.
- Contribution to development of RM-level school health promotion guidelines.
- Ensure and maintain the confidentiality of project stakeholders and organizational information in accordance with national regulations and AFN policies.
6. Working Conditions
- Frequent field travel (up to 70%) across project schools in remote areas of Taplejung District.
- Occasional travel to head office- Kathmandu for training, coordination, reporting or review.
- Extended working hours and occasional overtime may be required depending on project activity workload.
7. Contract and Remuneration
- Contract Type: Fixed-term project-based employment (full-time)
- Contract Duration: 3 years (renewable annually based on performance and funding availability)
- Remuneration: Competitive and commensurate with qualifications and experience as per AF Nepal’s HR policy.
- Includes field allowances, medical insurance, and travel cost reimbursement.
