Senior Tender and Administration Officer

We are seeking a detail-oriented, experienced Senior Tender and Administration Officer to join our growing construction company. In this role, you will be the backbone of our operational efficiency, managing the complete lifecycle of project tendering under major regulatory frameworks (Public Procurement Regulations, ADB, and World Bank) while overseeing administrative, financial, and banking operations to support our construction projects.

Key Responsibilities

Tender Management & Procurement

• Handle the end-to-end administrative process for bid selection, preparation, and submission in full compliance with Public Procurement Regulations, Asian Development Bank (ADB), and World Bank guidelines.
• Coordinate seamlessly with consultants, clients, and internal project teams for bid clarifications, correspondence, and documentation.
• Ensure strict adherence to all bid security, performance guarantees, and contractual obligations.
• Maintain systematic, audit-ready records of all tender documents, correspondence, and critical submission deadlines.

Project Administration & Compliance

• Maintain and update running project progress logs, including detailed work schedules, milestone achievements, and status reports.
• Track and manage heavy equipment and company vehicle deployment, ensuring continuous operational readiness and inventory accuracy.
• Oversee and proactively manage the renewal of vital project insurance policies, including Contractor’s All Risk (CAR), Group Personal Accident (GPA), and other statutory policies.
• Manage a comprehensive registry of Bank Guarantees, tracking expiration dates to ensure timely renewals and proper releases.
• Prepare and submit Net Working Capital (NWC) reports to consortium banks based on project progress and financial requirements.

Financial & Banking Operations

• Support daily financial transactions, efficient fund management, and inter-bank coordination.
• Manage complex bank documentation, fund transfers, Letter of Credit (LC) operations, advance and retention tracking, and financial clearances.
• Develop accurate cash flow statements and cost control reports while assisting executive leadership in strategic budget planning.
• Prepare and regularly update credit limit utilization reports across various consortium banks to assist management in financial decision-making.
• Coordinate with banking partners for loan processing, overdraft renewals, and regulatory compliance reporting.
