Roles and responsibilities of this job

Forecasting procurement needs including consideration of repair/replacement of existing assets, the need for new assets (other than those existing assets needing replacement), and the need for continuation or new services
Preparing procurement plans
Developing specifications
Preparing cost estimates
Prioritizing procurements within available funds
Preparation of bid documents
Tendering
Selecting suppliers, contractors and consulting service providers
Managing contracts
Supervision and quality management
Receiving supplies or measurement of work
Storing supplies or completion of the work
Preparation of work completion reports
Payment process
Distribution of supplies
Preparation of review and monitoring procedures for procurement functions at federal and sub-national levels in the plan and
Preparation monitoring process of the PIP execution and recommendation of the measures that shall be adopted

Job Specification

Required qualifications for this job

Required Education Level:Graduate (Masters)

Required Experience:More than or equal to 20 years

Other Specification

The consultant must have master’s degree in finance, economics, public administration, management or related sector
A minimum of 20 years of experience in developing, supporting, or auditing procurement processes and reform progress at a senior level
Understanding of education sector procurement systems
Excellent interpersonal skills and
Ability and willingness to work closely in a team
