Salary & Benefits: NPR 60,000 – 90,000 per month (depending on qualification, skills, and experience)

Position Overview
The Program Manager is a senior leadership and coordination role responsible for planning, implementing, monitoring, documenting, and communicating ViN’s programs.
This role goes beyond implementation. We are looking for a research-oriented, data-driven, and documentation-focused leader who can:
- Translate community work into credible evidence
- Turn activities into high-quality reports and learning
- Build a strong culture of documentation, visibility, and accountability across the organization
Key Responsibilities
1. Program Planning, Implementation & Integration
- Lead the design, implementation, monitoring, and evaluation of all programs across ViN’s six focus areas
- Ensure alignment with ViN’s mission, Theory of Change, donor frameworks, and national priorities
- Prepare and oversee annual, quarterly, and monthly operational plans
- Conduct regular field monitoring and ensure quality, timeliness, and sustainability of interventions
2. Research, Data & Evidence-Based Programming
- Conduct needs assessments, baseline studies, and situational analyses
- Use qualitative and quantitative data to inform program design and improvement
- Develop indicators, tracking tools, and performance dashboards
- Promote evidence-based decision-making across teams
3. Documentation, Knowledge Management & Systems
- Establish and maintain strong documentation systems for:
- Program plans and implementation processes
- SOPs, guidelines, and workflows
- Monitoring tools, reports, and learning notes - Ensure proper archiving of all documents on ViN’s shared digital platforms
- Train staff and volunteers on good documentation practices
- Ensure consistency, quality, and institutional memory across projects
4. Monitoring, Evaluation, Reporting & Learning (MERL)
- Design and implement monitoring and evaluation frameworks
- Prepare high-quality narrative and analytical reports for:
- Donors
- Internal management
- Annual and strategic reporting - Lead reflection and learning sessions to improve program effectiveness
- Ensure compliance with donor, legal, and organizational reporting requirements
5. Visibility, Communication & Storytelling
- Lead the generation of visibility materials, including:
- Success stories and case studies
- Photos, videos, testimonials, and interviews
- Articles, newsletters, and website content - Coordinate with communications staff to ensure accurate, ethical, and impactful storytelling
- Ensure programs are visible, credible, and well-represented to donors, partners, and the public
- Train teams to document activities visually and narratively during implementation (not after)
6. Team Leadership & Capacity Building
- Lead, mentor, and supervise program staff and volunteers
- Build a culture of accountability, learning, and professionalism
- Conduct performance reviews and support staff development
- Coordinate closely with the Volunteer Manager and other departments
7. Volunteer & ESC Program Coordination
- Oversee planning and implementation of national and international volunteer programs
- Ensure meaningful, safe, and well-structured volunteer engagement
- Support onboarding, orientation, supervision, and reporting of volunteers
- Address volunteer concerns proactively and professionally
8. Partnerships, Networking & Representation
- Build and maintain strong relationships with:
- Local communities and governments
- NGOs, INGOs, universities, and donor agencies - Represent ViN in coordination meetings, workshops, and networks
- Identify strategic partnerships and collaboration opportunities
9. Financial Management & Fundraising
- Support budget preparation and cost-effective implementation
- Monitor expenditures in coordination with the finance team
- Identify funding opportunities and write:
- Concept notes
- Project proposals
- Donor reports - Support donor communication and compliance
10. Innovation, Risk Management & Organizational Development
- Promote innovation and adaptive programming
- Identify risks early and propose corrective actions
- Strengthen systems, tools, and digital workflows
- Uphold ViN’s No-cost / Low-cost philosophy and value-for-money principles
Required Qualifications & Experience
Essential:
- Master’s degree (or equivalent experience) in Social Work, Development Studies, Community Development, or related fields
- Minimum 5+ years of relevant NGO/INGO experience in program or project management
- Strong experience in report writing, documentation, and data use
- Excellent written and spoken English and Nepali
- Proven leadership, coordination, and problem-solving skills
- Willingness and ability to travel frequently to field sites
Preferred:
- Experience with donor-funded programs (ESC, EU, UN, bilateral donors, etc.)
- Strong research, M&E, or learning background
- Proposal writing and fundraising experience
- Familiarity with digital documentation tools and platforms
- Two-wheeler with a valid driving license
