Project Description:

Deloitte Consulting is the implementing partner for the USAID-funded Urja Nepal Project based in Kathmandu. This position is under Deloitte Consulting Overseas Projects LLC. The purpose of Urja Nepal is to create a financially viable electricity sector that provides affordable, reliable and secure power and enables the entry of private investment into the Nepali market.  This is anticipated to be a five-year program; however, the position is currently for one year with possibility of renewal based on funding and project need.  This part- time position is based in Kathmandu.

Role Description:

Gender Equality and Social Inclusion (GESI) Specialist - The GESI Specialist will be responsible for leading the Program’s diversity, equity, inclusion, and accessibility (DEIA) activities, including developing and implementing activities designed to increase access by women, ethnic minorities and vulnerable or  marginalized groups to modern electricity services to enhance their social and economic opportunities. S/he will also lead activities to increase employment opportunities for women and minorities at utilities and government agencies, increase the number of women and minorities in leadership positions within the energy sector, and facilitate training for women, minorities and marginalized populations in technical fields.

The position is part-time at 20 hours per week, with the possibility of up to full-time at 40 hours per week depending on finalization of job responsibilities. The position reports directly to the Deputy Chief of Party (DCOP) and will work closely with the Objective Leads, Home Office Gender Advisor, and the Monitoring, Evaluation and Learning (MEL) Specialist.

Responsibilities: 

  • Design and implement activities that will increase opportunities and participation in the energy sector for vulnerable groups such as women, the elderly, ethnic minorities, and low cast groups. This may include increasing these groups’ access to modern electricity services, increasing employment opportunities at utilities and government agencies, increasing representation in leadership positions within the energy sector, and facilitating training in technical fields.
  • Contribute to project work plan, capacity building and other technical activities and deliverables, especially through bringing a GESI lens.
  • Design, implement, and monitor outcomes of GESI activities.
  • Coordinate with the MEL specialist to ensure GESI indicators and data are appropriately collected.
  • Coordinate with the Communications Specialist to ensure that the project is undertaking effective outreach and behavior change communication as necessary.
  • Review proposed Program activities to assess GESI impact and support achievement of GESI-related goals and targets.
  • Plan and conduct trainings with Urja Nepal staff, counterparts, and beneficiaries on issues related to gender equality, social inclusion, and the energy sector.
  • Review project deliverables, communications products, and other materials from a gender equality and social inclusion perspective as requested by project leadership.

Qualifications:

  • Fluent in written and spoken Nepali. 
  • Fluent in written and spoken English.
  • Bachelor’s Degree in a relevant discipline.
  • Minimum of 5 years of professional experience, including 3 years in similar role(s) supporting gender and social inclusion-related activities for donor projects in development work (USAID experience is preferred).
  • Demonstrated knowledge and understanding of Nepali context as it relates to gender, vulnerable populations and development programming.
  • Professional experience in the energy sector is preferred.
  • Experience coordinating communications activities for donor projects and/or organizations is preferred, including developing and implementing a communications strategy, writing and editing communications materials like success stories, and ensuring compliance with USAID branding requirements.
  • Experience coordinating and leading the development and / or implementation of environmental mitigation and monitoring plans in the context of energy – related activities is preferred.
  • Sound computer skills including knowledge of Microsoft Office® applications, particularly Word and PowerPoint.
  • Strong writing, organizational, and interpersonal skills.
  • Team player; willing to take direction from project management and work with others.
  • Flexible and adaptive personality.
  • Ability to work effectively in a multicultural environment.
  • Self-starter, willing to take initiative, remain accountable, take ownership of work product and escalate issues as appropriate.
  • Dedicated to professional development, improvement and open to receiving constructive feedback.
