Summary of Position Responsibilities

Under the direction of the Team Leader, the Deputy Team Leader provides leadership support in managing the UKaid Skills for Employment Programme. Responsibilities include administration, fiscal management, and Challenge Fund management; the direction, supervision, and evaluation of employees; the design, implementation, monitoring, evaluation, and reporting of partnerships; and scoping, brokering, and maintaining strategic partnerships with the Nepalis private and public sectors. 

The Deputy Team Leader also represents UKaid Skills for Employee Programme with host government, donors, partner agencies, and other stakeholders. 

Relationships 

Internal 

  • Daily contact with the Team Leader, Programme staff; consultants and interns. 
  • Regular contact with the home office project manager and other support units.

External 

  • Regular contact with FCDO, government officials and agencies in Nepal, national and international development partners, sub-contractors, vendor, Challenge Fund Partners, as well as other stakeholders. 

Position Responsibilities 

Program Development and Management 

  • Leads the design and management of innovative business and partnership models in skills and migration with the Nepalis private and public sector, international training providers , etc. 
  • Contributes to the development and execution of an integrated programme delivery strategy. 
  • Oversees the development of annual work plans and program design and takes responsibility for achievement of objectives, programme implementation, monitoring, evaluation and reporting. 
  • Contributes to the development of strategies and plans to formulate partnerships proposals in accordance with the programme and FCDO protocols and guidelines. 
  • Coordinates engagement of technical expertise and external consultants for programme development, implementation, and evaluation. 
  • Develops and submits timely reports as required; maintains, updates and ensures the availability of accurate programme information, documentation and publications as necessary. 
  • Assist with visioning and implementing cross-cutting work, including organizational capacity building; gender equality and social inclusion; youth engagement; resilience; and monitoring, evaluation, learning; and communications. 
  • Coordinate scoping, forging and implementing of strategic partnerships with other donors, foundations, and/or academic institutions and stakeholders. 

Supervision and Staff Development 

  • Participates in the recruitment, orientation, training, supervision and promotion of programme staff; consultants and interns. 
  • Assists with the implementation and compliance with personnel management, benefits and compensation policies and practices. 
  • Participates in staff performance evaluation and planning system and processes; identifies opportunities for the professional development of programme staff. 
  • Support creative thinking with programme team to cultivate a culture of innovation, accountability, and learning

Representation 

  • Establishes and maintains effective and professional relationships with the host government, national institutions, program partners, development assistance agencies, donors, diplomatic missions, national and international I/NGOs, professional associations, academic and other stakeholders. 
  • Establishes and maintains constructive public relations; assures positive profile through new and traditional media coverage of programs and events by working closely with the Communications and Outreach team. 
  • Participates in local and international meetings and events to enhance public awareness of the programme and to expand the professional network and access to relevant information. 
  • Contributes to articles, written materials and documentation for publication; contributes to scholarly or development community knowledge about the program, issues or trends. 
  • Participates in donor and partner meetings and other relevant professional forums and events. 

Financial Management and Administration 

  • Contributes to the development of project budgets, the fiscal budget, forecast and spending projections; ensures that budgets and spending projections are kept up-to-date and relevant; ensures expenditures are within approved budgets and that spending targets are met. 
  • Assists with the oversight of compliance with all grant and contract requirements, and related regulations and procedures. 
  • Assists with the oversight of due diligence requirements of grants and contracts. 
  • Ensures compliance with all accounting procedures; quality assurance of financial and monthly reports to the donors as required. Promotes financial accountability and transparency. 
  • Ensures compliance with administrative, Challenge Fund management and financial policies and practices. 

Other 

  • Serves as the Acting Team Leader in the absence of the Team Leader. 
  • Promotes safety and security of programme staff and facilities; raises staff safety awareness, undertakes risk assessments, and develops and implements crisis management plans in accordance with the organization and FCDO’s protocols. 
  • Undertakes other duties as assigned. 

Required Qualification 

  • Minimum 12 years of progressively responsible professional work experience including in developing and managing market-driven partnerships and projects in Nepal; combination of experience in bilateral or multilateral development institutions and private sector including in the region will be an asset. 
  • Minimum of 10 years’ work experience in Nepal with an understanding of the Nepalese private sector and the political, economic and donor landscape; experience of engagement in the programme’s five sectoral priorities: agriculture, construction, ICT, tourism, and light manufacturing will be strongly preferred.  
  • Program management skills and experience as well as prior experience working with FCDO on market-development and economic growth programmes, including engagements with the private sector on Technical Assistance and Challenge fund rollout initiatives, establishing/supporting monitoring, and reporting systems, ensuring compliance with donor (FCDO) regulations, coordinating across multiple programs, and identifying solutions to implementation challenges. 
  • Strong analytical and organizational skills, including creative thinking to foster innovation in public private partnerships models.   
  • Experience in scoping, forging, and implementing strategic partnerships with the private and public sector, Government of Nepal etc. based on a shared-value model. 
  • Proven skills in recruiting, supervising, motivating, and building the capacity of multicultural staff and teams to cultivate a culture of innovation, accountability, and learning. 
  • Sound financial management skills including effective budget oversight and in-depth understanding of output-based contracts.  
  • Demonstrable problem-solving, decision-making capacity, and good judgment. 
  • Effective interpersonal and representational skills. 
  • Excellent English-language written communication skills; preferably experience in strategic communications.  
  • Master’s degree in a relevant field.
