We are seeking a strategic and detail-oriented Business Development & Procurement Officer to drive growth and manage the end-to-end proposal and procurement process for securing consulting contracts. The ideal candidate will blend business development acumen with deep expertise in preparing Expressions of Interest (EOI), technical proposals, and tender documents in compliance with client requirements and national procurement regulations.

Job Responsibilities:

Proposal Development: Lead the preparation, writing, and submission of high-quality Expressions of Interest (EOI), technical proposals, and financial bids in response to client notices (RFPs, EOIs, RFQs).
Documentation & Compliance: Ensure all proposal and procurement documents are accurate, compelling, and fully compliant with client specifications, the Public Procurement Act of Nepal, and firm standards.
Business Research & Strategy: Identify new project opportunities in the public and private sectors through market research, tender tracking, and networking.
Expert & Partner Management: Develop and maintain a database of experts, consultants, and subcontractors; coordinate their inputs for proposals and project teams.
Client & Stakeholder Coordination: Liaise with technical teams, partners, and clients to gather requirements, develop proposal strategies, and align submissions with project goals.
Process Management: Oversee the entire proposal lifecycle—from planning and scheduling to submission and debrief—ensuring timelines and quality standards are met.
Contract Support: Assist in contract finalization, negotiation, and handover to project teams upon award.
Knowledge Management: Maintain organized records of proposals, bids, and procurement documents for audit and reference purposes.

Required Education Level:Under Graduate (Bachelor)

Required Experience:More than 2 years

Other Specification

Required Qualification & Experience:

Bachelor’s degree in Civil Engineering/Engineering, Business Administration (BBA/BBS), or a related field.
Minimum of 2 years of hands-on experience in proposal writing, business development, or procurement within the engineering, architecture, or consulting (AEC) sector.
Proven experience in preparing EOIs, technical proposals, and tender documents for consulting services is mandatory.
In-depth understanding of Nepal’s Public Procurement Act, Regulations, and client-specific bidding processes.

Required Skills & Competencies:

Exceptional writing, editing, and presentation skills in both English and Nepali.
Strong analytical and research skills to interpret tender documents and client needs.
Proficiency in MS Office (Word, Excel, PowerPoint); familiarity with proposal management tools or graphic software (e.g., Adobe InDesign, Photoshop) is a plus.
Ability to work under tight deadlines, manage multiple proposals, and coordinate with technical staff.
High integrity, attention to detail, and a results-driven approach.
Existing networks within public sector agencies, private developers, or consulting circles will be highly valued.
Existing network within public and private sector procurement circles in Nepal will be an advantage.
