Program / Department Summary

Mercy Corps Nepal as the prime organization has been implementing a five-year program - "Promoting Agriculture, Health and Alternative Livelihood" (PAHAL) funded by USAID. The goal of the program is: Vulnerable populations in the middle and high hills of Far-Western and Mid-Western Nepal are food secure. PAHAL seeks to enhance the resilience capacities of the vulnerable households so that they are able to absorb, adapt, transform and learn in the face of shocks and stresses. The target area of the program covers 14 districts in the Mid-West and Far-West regions of Nepal. The Mid- West region comprises of 7 districts - Surkhet, Dailekh, Pyuthan, Rolpa, Rukum, Salyan, and Jajarkot, while the Far-West region comprises of 7 districts: Dadeldhura, Doti, Accham, Baitadi, Bajhang, Bajura, and Darchula districts.

General Position Summary

The Administrative and Logistics Officer will work under the supervision of the Regional Field Coordinator yet liaise closely with Mercy Corps’ Procurement Administration and Logistics Management (PALM) team with regard to the full implementation of standard Mercy Corps policies and procedures in regards to procurement, logistic and administration for PAHAL/DFAP program.

The Administrative and Logistics Officer will manage all administrative and logistics support functions for the Mercy Corps PAHAL/DFAP program in the Far Western Region from Dadeldhura Office. S/he will work directly with the Operations Structure of Mercy Corps in the implementation of a five-year, multi-million dollar USAID/Food for Peace and USAID/Nepal-funded Development Food Assistance Program (DFAP), titled by USAID as the “PAHAL Program,” actively working in 14 districts across the Far- and Mid-West development regions of Nepal.

As gender and social inclusion (GESI), governance and MEL are cross-cutting and core components of the PAHAL program, the Administrative and Logistics Officer is required to own these components and ensure GESI sensitivity and integration, governance practices and MEL systems are integrated into his/her work area.

Accountability

Reports Directly To: Regional Field Coordinator

Works Directly With: Chief of Party, Deputy Chief of Party, Component Managers, Regional Staff, Operations Managers, and other members in Kathmandu team

Knowledge and Experience

  • Bachelor’s degree in business management or other relevant field
  • 3-5 years of years in operational support. Prior experience in non-governmental organization preferred
  • Excellent spoken and written English and Nepali language skills and ability to interact effectively with international and national staff
  • Strong team coordination, listening, and consensus building skills
  • Strong computer literacy with a full knowledge of office applications
  • Strong organizational skills and demonstrated ability to multi-task and process information into action as to not delay program activities
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members
  • Previous experience with USAID rules, regulations and requirements is preferred
  • Ability to work effectively with an ethnically diverse team in a sensitive environment
  • Previous related experience on other USAID funded programs

Success Factors

The successful Resilience Learning Coordinator should have problem solving skills, and ability to act as intermediary between operations and program staff to ensure smooth process flow while maintaining a balance between program implementation and compliance with MC and donor polices.
