The Swiss Agency for Development and Cooperation (SDC) is providing Technical Assistance (TA) to the Government of Nepal (GoN) for the implementation of the Motorable Local Roads Bridge Programme, Phase-IV in all 7 provinces. 

CIAS-MEH JV, on behalf of the SDC, provides TA through the Local Roads Bridge Support Unit (LRBSU), invites applications from interested and qualified Nepali nationals for the following positions:

Under the overall guidance and supervision of the AHRS, the AHRO will be responsible for facilitating the smooth operations of the LRBSU by ensuring all necessary Admin and HR work are carried out in an efficient and timely manner. The AHRO will supervise Storekeeper Keeper & Inventory Assistant, Admin Assistant and Drivers. 

The AHRO should have a Bachelor's degree in Business management, Administration and Human Resource support, Secretary, experience dealing with human resources. S/he should have at least 5 years of experience or Master’s Degree in Business management/Business Studies with 3 years’ experience and possess knowledge of using HR software, working experience with an INGOs or international development sector.

Main Tasks & Responsibilities

Under the overall guidance and supervision of Administration Human Resource Specialist (AHRS), the AHRO will perform the following tasks, but not limited to;

Administrative responsibilities:

  • Process travel requests for staff field trips
  • Prepare draft routine correspondence in English/Nepali and translations of official correspondences.
  • Arrange of air tickets for staff, keeping those records and arranging for payments on time
  • Provide administrative support and Management of logistics for seminars, workshops and any other events 
  • Monitor day to day administrative work, ensuring about office tidiness and neatness, office premises management
  • Supervise the work of employees in supporting operations roles, including assigning workload of operations team.
  • Ensure supervisee are familiar with administrative systems and procedures as per the operational manual.
  • Responsible for stock maintenance and order for official forms/envelop. 
  • Maintain, update of administrative filing system. 

HR Management Support

  • Follow and comply with HR policies and procedures.
  • Update timely staff’ personnel file (as per the HR policy) and financial need maintaining confidentiality of both electronic and paper documentation. Safety measures should be taken to avoid any leakage and/or loss of information. 
  • Maintain updated personnel contracts file, updated dependent lists and record in confidential manner.  
  • Support AHRS on preparation and issuance of personnel contract, Probation letter, transfer letter, contract extension and medical letters
  • Maintain and collate the information in HR software RIGO and coordinate with staff members 
  • Assist AHRS in recruitment and selection process (provide advice and assistance to supervisors on staff recruitment. 
  • Maintain the employee details in SDC, WFD software in timely manner of LRBSU and submit the date to the SDC on time.
  • Assist AHRS in coordination and follow up with line manager for completing the process of probation waiver of the staff.
  • Ensure logistic support in organizing training and workshops at Kathmandu and in the field as required.
  • Keep track of monthly attendance and leave record of staff and short-term consultants and upload in e-file.
  • Arrange for GPA (Group Personal Accident) and Medical insurance for staff/Interns/OJT and their dependents.
  • Prepare staff ID Cards
  • Arrange for medical-check-up of newly recruited staff in coordination with AHRS
  • Arrangement and preparation for orientation schedule for newly hired staff.
  • Assist AHRS on orientation on administrative Forms, leave, Travel order, Timesheet and security, rules & regulation as per OM. (prepare orientation schedule and orient on daily administrative Forms, leave, Travel order, Timesheet and security, rules & regulation as per OM.)
  • Provide information of Leave without Pay (LWP) and staff updates (HR clearance) every month for salary preparation to Finance and Accounts Controller.
  • Assist AHRS for facilitation of staff’s exit process such as providing forms, exit interview form, calculating leave balance.
  • Arrange the required administrative related documents for yearly audit.
  • Provide information and assistance to staff, supervisors and Council on human resource and work-related issues.
  • Other HR related matters as assigned by the AHRS.
  • Update monthly staff list and WFD

Store keeping & Inventory management and Transportation management

  • Supervise Store Keeper and Inventory Assistant regarding the maintenance/update  store assets and   inventory management
  • Transportation management and appropriate arrangement for field visit for LRBSU staff and guest/experts. 
  • Monitor deployment of driver's time, assign of drivers field trips and duties within LRBSU and PRBSU 
  • Monitor Store Keeper and Inventory Assistant regarding vehicle maintenance arranging services and repairs on a regular basis, emission test certificates, etc.
  • Supervision of drivers and make them familiar with Admin & HR policy and procedures and guide them to remain in compliance 
  • Monitoring operations of motorcycle distributed to individual staff in PRBSU 
  • Aware/Alert to the management in relation to any risk related drivers work schedule.

Procurement Support:

  • Support/involved to procurement team for yearly procurement process of insurance service/Hospital for medical Service/stationary/Hotels/Ticketing etc.
  • Represent in bid opening process during the absence AHRS

Safety & Security Support

  • Act as an alternate security focal person during absence of AHRS in circulation of SDC security messages/information by email and messages to all staff in proactive manner.
  • Get updates of security situation as and when required. 
  • Support providing S & S guidelines to OJT, Drivers & trainee as and when required.
