Job Description

Main Objective:  
To identify and implement high quality and integrated WASH activities, which are appropriate and comprehensive in conformity with overarching strategy and the standards set internationally, by ACF and by national policies.

TASKS AND RESPONSIBITIES:

Objective 1: Ensure technical implementation of integrated WASH activities

  • Ensure appropriate design, construction and implementation of WASH hardware according to technical standards, as well as proper maintenance and use of WASH equipment
  • Implement in the framework of projects, the mission’s WASH strategy taking into account the key internal and external documents: ACF charter, strategic framework, policies (WASH and other ACF sectors), positioning papers (WASH and transversal), national strategies and other specific legal framework enforced by the body/department in charge of WASH issues
  • Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training
  • Ensure contractual activities are completed on time, within budget and with acceptable quality
  • Identify and monitor risks, constraints or escalating issues relating to the management of the program, and inform the hierarchy accordingly
  • Ensure post-implementation monitoring of ACF WASH structures

Objective 2: To develop ACF understanding of WASH issues

  • Ensure that all data and information is updated, well organized and easily accessible and that lessons learnt and best practice are capitalized
  • Analyze and report on the evolving WASH needs and provide clear recommendations for interventions and improvement of the activities
  • Ensure needs assessments is carried out by partners properly
  • Participate in the definition of the WASH strategy for ACF as well as identification and design of potential new intervention areas

Objective 3: To supervise WASH program staffs

  • Supervise WASH program staff: induction, follow up, evaluation, and promotion of positive team dynamics and motivation
  • Supervise WASH technical staff carrying out activities in respective area.
  • Recruitment and training of WASH staff as needs arise.
  • Overseeing the work of WASH program staff in order to ensure good compliance of activities within the objectives of the mission and of proposals - this includes regular visits to the field sites in order to evaluate achievements; to discuss the constraints encountered, the possible solutions and to make recommendations for current and future programs
  • Evaluate WASH program staff as per the defined schedule
  • Ensure strong cross-sectoral collaboration between WASH team members and members from different departments (Nutrition, FSL, MHCP, Logistics, Amin & HR)

Objective 4: Strengthen partnerships in the areas of his/her intervention. Participate in coordination and representation.

  • Contribute to the process of formalizing partnerships and enhancing their capabilities (local NGOs, international NGOs, national authorities, private agencies etc...)
  • Reinforce the WASH capabilities of partners
  • Coordinate activities with other sectors and departments of ACF in order to ensure rational use of resources and optimum integration
  • Participate in visits by funding bodies whenever requested by the Country Director, HoD or the Field Coordinator
  • Represent ACF and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Field Coordinator.

Objective 5: To ensure proper reporting of the programmes

  • Report on attended meetings or training to share with staffs, other departments and coordination team as necessary
  • Track the progress of activities, ensure the collecting of program indicators
  • Prepare contractual donor reports
  • Ensure the stories and lesson learnt is compiled by field team on regular basis and share with monthly report.

Objective 6: To maintain internal and external coordination

  • Collaborate and communicate with HoD, DPMs, CD, and any other ACF resource people in order to ensure the coherence of activities and reports in terms of ACF WASH strategy.
  • Inform/update the HoD, FieldCo and CD on WASH program implementation and any issues on a regular basis 
  • Participate in weekly base team meetings and any other general team or strategy meetings
  • Follow up of WASH program budgets in liaison with the Admin and program team, to ensure budget expenditure is in line with program objectives and timeline
  • Follow up of logistics requirements for WASH programs in liaison with the Logistics team
  • Participate in the overall mission and program strategy, narrative and financial project proposals and reporting, in collaboration with Log/Admin/CD and other program coordinators as necessary
  • Maintain regular communication and coordination with other programme department (Nutrition, MHCP, FSL)
  • Participate in WASH related Coordination meeting at district level
  • Maintain regular coordination and communication with government and other stakeholders (DPHO/DHO, WSSDO, DEO, DDCetc).
  • Assess feasibility of ACF technical support and guidance to partner agencies and relevant governmental bodies.

Objective 7: Contribute to the quality, accountability and impact measurement process of his/her program

  • Promote and take part in the evaluation of the impact of his/her project (external assessment)
  • Promote and contribute to learning and improvement of quality (internal evaluation and joint visits)
  • Implement complaints procedures for ethical and transparency reasons, particularly in respect of the beneficiary populations
  • Ensure that a double KAP survey is put in place (baseline/final)

QUALIFICATIONS AND REQUIRED SKILLS

  • Master’s degree with minimum 5 years of experience in WASH sector
  • Preference will be given to the candidate from engineering background
  • Experience in dévelopment sector will be an added advantage
  • Capacity of handling large scale rural water supply schemes and able to provide technical support to the team members and partners
  • Budget management Skills
  • Excellent management skills (HR, Project Management , Stress/Conflict Management)
  • Ability to organize, train and motivate a team and work with local partners
  • Excellent diplomatic and negotiation skills
  • Disciplined and able to work independently
  • Excellent interpersonal skill
  • Excellent communication skills(both written and oral)
  • Knowledge of the local dynamics and good representation skills (liaison with local authorities, representation with national and international agencies, etc)
  • Fluent in English and Nepali language
  • Computer Knowledge Ability to work under pressure
  • Ability to set and manage priorities

Contract Type: Fixed Term
Contract Duration: 10 months
Basic Salary per month: NPR 93,192 plus (accommodation allowance which depends on localized/delocalized staff, transportation allowance, provident fund benefit and festival bonus)
