We are seeking experienced Statistician and Data Analyst to assist with our team’s implementation of USAID/Nepal’s Learning for Development (L4Dev) Contract in Kathmandu, Nepal. The contract is anticipated to start in July 2022. The Statistician and Data Analyst is responsible for providing technical assistance to USAID and stakeholders surveys and data quality assurances, drawing statistical or quantitative insights from program data, assist Component leads as needed to enhance technical deliverables.

Responsibilities:

  • Provide statistical analysis support to the component leads, USAID, and implementing partners;
  • Provide data cleaning and coding support to the Systems and Data Specialist and their team as requested;
  • Support the design of performance evaluations, baseline surveys, midterm evaluations and impact evaluations as well as various trainings organized by program;
  • Provide inputs and comments on draft statements of work (SOWs) for study designs, including the methodology, study protocols and timeline sections;
  • Elaborate sampling frames for study designs, provide oversight in data collection, support data aggregation and analysis plans, validate survey datasets, and conduct advanced statistical analyses;
  • Prepare and review task budgets;
  • Supervise consultants and vendors performing technical services for the company;
  • Liaise directly with Mission staff, implementing partners, and government stakeholders;
  • Provide statistical analysis services, as a technical backstop for USAID technical teams;
  • Carry out analysis in annual performance data of Mission during annual portfolio reviews;
  • Statistically analyze data using SPSS, STATA, R, and other languages;
  • Assist with the coding of qualitative data;
  • Assist with the design of survey tools for broad application across program components, USAID, and implementing partners;
  • Assist with efforts involving geographic information systems (GISs);
  • Develop statistically sound data collection instruments, questions, and items and provide feedback on instruments developed by others;
  • Assist with programming of instrument and tools into electronic data collection devices;
  • Provide inputs, reviews, and comments for reports, which may include preparation of comment matrices, data-related content, and guidance on using USAID-maintained tools and systems;
  • Provide technical assistance to USAID in the development and application of statistical data analysis tools to optimize the Mission’s use of performance monitoring data; and
  • Assist in achieving the objectives of Component 1, 2, 3 and the overall MEL Activity by participating in technical meetings, component-based meetings, MEL Activity staff meetings, and in meetings held with USAID.

Qualifications:

  • Bachelor’s degree in statistics or a computer science field;
  • At least 5 years of experience in quantitative/statistical analysis, data quality assessments, and/or performance monitoring or reporting;
  • Experience creating and managing performance monitoring plans and building knowledge management systems;
  • Ability to manage and provide inputs on budgets, data collection and management, and program implementation;
  • Proficiency and Experience with SQL, Python, SPSS, R, and STATA for scripting, automation, and analysis;
  • Experience with USAID’s Development Information System (DIS) or Development Data Library (DDL) preferred, but not required;
  • Experience with and/or knowledge of GIS based mapping and data management systems, Arcade, and associated shape files;
  • Fluency in English (Level 4 – Advance Professional Proficiency or higher)
  • High level of proficiency in Microsoft Office applications; and
  • Strong written and oral communication and excellent interpersonal skills.
