The Reducing Child, Early and Forced Marriage (Nepal R-CEFM) Project (Feb 2020 – April 2022) goal is to strengthen the institutional and technical capacity of the Government of Nepal (GON) in Province 2 at the province and municipal levels to design, implement, monitor, evaluate, and coordinate effective social and behavior change (SBC) activities and to strengthen child protection systems for reducing CEFM through a community-based, multi-sectoral, data-driven lens. As part of its COVID response, the project will also implement an education component/learning continuity program to Increase learning outcomes for adolescent girls through remedial and non-formal education.

CCP is currently seeking expressions of interest from qualified candidates for the position of Sr. Knowledge Management and SBC Coordinator for the R-CEFM Project to support implementation and documentation of the education component in selected districts of Province 2.

The Johns Hopkins Center for Communication Programs (CCP) specializes in developing and  implementing social and behavior change (SBC) programs that improve outcomes around the  world.  

CCP’s Breakthrough ACTION Nepal’s Reducing Child, Early and Forced Marriage (Nepal R-CEFM)  Project (Feb 2020 – April 2022), funded by the United States Agency for International  Development is to strengthen the institutional and technical capacity of the Government of  Nepal (GON) in Province 2 at the province and municipal levels to design, implement, monitor,  evaluate, and coordinate effective social and behavior change (SBC) activities and to strengthen child protection systems for reducing CEFM through a community-based, multi-sectoral, data driven lens. The project will also implement an education component/‘learning continuity’  program to Increase learning outcomes for adolescent girls through remedial and non-formal  education.  

The Sr. Knowledge Management (KM) and SBC Coordinator will be based in Province 2  Bardibas office. This position will be responsible for closely coordinating with the Sr. Technical  Coordinator-Education and the Education field coordinators, gathering of project  documentation, reports, success stories, case studies, lessons learnt, and other relevant  information in close collaboration and coordination with the MEL specialist, ensuring that they  are appropriately packaged, stored and disseminated, per CCP policies. He/she will closely work  with various stakeholders in documenting R-CEFM program successes and processes. The Sr.  KM and SBC Coordinator will also maintain a project inventory of final project materials,  reports, curriculum, and SBCC products. 

The position holder will provide social behavior change and knowledge management support to the field-based education coordinators, NGOs, local and other stakeholders as  relevant. 

Essential Job Functions: Duties and Responsibilities: 

  • Support the Chief of Party to establish and maintain functional collaboration and coordination with the education component of the project 
  • Support the Chief of Party to establish and maintain functional collaboration and coordination with government counterparts, external development partners, strategic partners, and donors at national level for the education component of the  project.  
  • Provide support to the Chief of Party to maintain communication with donors for the education component of the project. 
  • Coordinate closely with other R-CEFM project team members, including partner  Save the Children’s Education departments, project managers, and Senior Technical  Program Coordinator-Education, to ensure required knowledge management and  SBC operational and technical support to the R-CEFM education component field  team and partners in timely manner.  
  • Provide targeted SBC support, in collaboration with the SBC officer, to elements of life skills and community engagement programming for the education component of the project adapting SBC approach within the larger R-CEFM project.  
  • Provide SBC technical assistance to education component field coordinators, local NGOs, municipalities and wards. 
  • Draft, verify and circulate, in coordination with the MEL specialist, project updates (such  as Monthly/ Quarterly/ Annual Progress Reports).  
  • Support Chief of Party and project team to ensure timely submission and archiving of  reports.  
  • Assist in the documentation of evaluation and study findings and facilitate dissemination on the same in forums such as quarterly and annual reviews.  
  • Prepare presentations for sharing/dissemination of project learning/successes.  

Qualification/Work Experience/Competencies

Education and/or Experience  

  • Master’s degree in education, public health, or related field experience required.  
  • Solid understanding of KM practices and/or SBC and their applications. 
  • Minimum 5 years related experience in girl’s education, child marriage, child protection, GESI, Social Behavior Change, Adolescent Sexual and Reproductive Health (ASRH) or related experience required.  
  • High level of understanding is preferred in implementing Learning Continuity programs such as remedial education, tutoring or bridging programs. 
  • A proven track record of working in a fast paced dynamic environment with multiple partners. 
  • Previous experience working in Province 2 is essential. 
  • Experience engaging and/or working with the GON and its partners at the local (municipality and ward) level.  
  • Strong communication skills. 
  • Demonstrated ability to exercise confidentiality, professionalism, and diplomacy. 
  • Ability to ensure adherence to applicable donor rules and regulations and local in country laws. 

Language Skills  

  • Excellent written and oral communication skills in English and Nepali. 
  • Ability to speak a local language of Province 2 is preferred. 
  • Ability to effectively present information and interact with government officials, funding  organization, public groups, community members and youth.

Computer Skills  

  • MS Word, Excel, MS PowerPoint, Zoom, Google docs and sheets, Adobe  Acrobat, basic layout and design skills, and other standard software.
