Required Education, Skills and Experience:

Master’s Degree in accountancy, finance, economics or management
Minimum 15 years’ experience in government PFM systems including budgeting, accounting, procurement, internal control and financial reporting
Strong skills in the use of information and communications technology (ICT) for transformation of PFM functions
Deep understanding of government functions in different sectors with a considerable knowledge of budget execution issues
Experience working with donor-funded financial management/capacity building programs and procedures
Good experience in management of long-term government reform projects and programs
Good communication skills (oral and written) in Nepali and English languages
Proficiency in Microsoft Office software (Word, Excel, PowerPoint, etc.)
Ability to work in a multi-cultural environment and exhibit good inter-personal skills
Must be willing to travel to project field sites as assigned
