Main responsibilities:

The Senior Programme Officer – WASH is responsible for:

Key responsibility 1: Assist to Plan and design WASH programme focusing on Public Health Engineering (PHE) aspects

  • Assist to plan and design WASH programmes in perspective of engineering aspect
  • Support to design the approaches, which increases the community mobilisation and participation
  • Ensure appropriate community involvement in the design and delivery of essential WASH services and facilities
  • Contribute to incorporate appropriate technical approaches/designs, tools and techniques with focus on Multiple Users Water Services (MUS), micro-irrigation technologies and high raised tube wells
  • Assist to revise and develop technical guidelines, monitoring tools and guidelines for ACF’s WASH activities and Coordinate monitoring activities with MEAL of ACF
  • Support to emergencies responses and  contribute to develop cholera/AWD (Acute Watery Diarrhoea) prevention, preparedness & response related activities
  • Support to explore new opportunities and proposal development collecting the information in WASH sector at the field level in coordination with local governments, non-governmental organisations, CBOs, communities and relevant agencies

Key responsibility 2: Take leadership in programme implementation (in PHE part)

  • Take leadership in designing programme implementation plan and follow up
  • Supervise, manage and monitor the mobilisation of the target population to promote hygiene practices, environmental sanitation, and control mechanisms while being sensitive to community needs and gender issues
  • Take leadership to implement all engineering aspect of the project related tools, techniques and guideline in WASH
  • Ensure quality of materials used for the construction of WASH facilities
  • Suggest appropriate technology to optimise the output of the project and make to more inclusive and user friendly
  • Bring innovation and creativity in programme implementation for better outcome
  • Ensure the link between WASH, FSL, Nutrition, DRR and other teams

Key responsibility 3: Partnership management and capacity building (in PHE part)

  • Identify technical strengths, weakness of the strategic and implementing partner, contribute on enhancing their strengths, and build their technical capacity with hand holding process
  • Provide supportive supervision for strategic implementing partners and relevant stakeholders
  • Participate in the creation of necessary WASH training module & tools for project implementation
  • Lead/support to conduct training and capacity building of partners and different groups at community level 
  • Support to monitor evaluation of the ongoing ACF partnership with Strategic Partners through community mobilisation, networking coordination and  supporting documentations

Key responsibility 4: Ensure constant and efficient Monitoring, Evaluation, Accountability and Learning on interventions of partner organisations

  • Guide partners to implement the technical/engineering aspect of the project
  • Monitor the implementation of the activities and/or trainings using appropriate tools
  • Supervise the work progress through regular field visits 
  • Inform the line manager in case of difficulty with partners’ interventions in the field
  • Participate in creation of appropriate tools for multi-sectoral programme activity monitoring and monitoring of multi-sectoral training delivery 
  • Work closely with MEAL of ACF for all MEAL activities of the project 

Key responsibility 5: Coordination, Networking and Advocacy 

  • Ensure communication is open between partners, local government stakeholders and ACF all staffs
  • Defining the WASH related approach especially for PHE part with sectoral stakeholders, partners
  • Develop approach that create community demand and change community people’s behaviours towards good WASH practices
  • Ensure proper coordination and communication with all concern stakeholders
  • Able to do knowledge management & evidence based advocacy
  • Represent ACF WASH sector with external authorities as assigned by line manager

Key responsibility 6: Knowledge management and reporting 

  • Ensure and follow that regular reporting is done by partner organisation
  • Support WASH team during reporting
  • Support to manage, analyse and disseminate the WASH PHE related data and information by using real time monitoring tools & techniques like mWater, KoBo etc.
  • Collect and compile case studies, photo stories lesson learnt from the field with support from partner
  • Coordinate with relevant authorities for radio programmes from the field 
  • Compile and manage project documentation
  • Carry out an assessment of public health risks and an analysis of the threats to life, health and dignity faced by the Internally Displaced Population in camps
  • Ensure data coherence and reliability and participate in data analysis for monthly reporting

Key responsibility 7: Participate in the administrative procedures of the organisation

  • Contribute to the adequate follow-up of internal logistics and administrative procedures 
  • Ensure HR policies are being applied and followed in an appropriate
  • Ensure that the confidentiality of data, the property of the organisation, project beneficiaries etc. is strictly maintained
  • Contribute on concept notes, proposals, interim and final reports
  • Flexible to do the official work as requested by his/her line manager

Key responsibility 8: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity

  • Acquire an in-depth understanding of ACFs Gender Minimum Standards & Child Protection Policies
  • Proactively ensure the mainstreaming of ACF gender equity principles in all policies and activities
  • Strive to implement all work-related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Encourage the participation of all genders in meeting and on committees
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability 

QUALIFICATIONS AND REQUIRED SKILLS:

  • Master’s degree in in Civil Engineering, Environmental Engineering or relevant discipline with at least two years of experience in WASH sector or Bachelor’s degree in relevant discipline with at least four years of experience in WASH sector preferably in International NGO
  • Should have proven skills in Civil engineering and / or construction of WASH structures (wells, reservoirs, latrines), Health promotion/public health, Community mobilisation, WASH in emergency situations, Project-related statistical analyses and investigative techniques
  • Experience in technical Monitoring, Evaluation, Accountability & Learning (MEAL), training and capacity building, advocacy & knowledge management in WASH sector. 
  • Good understanding of technical cross-cutting issues in WASH sector (WASH in Nutrition, new technologies and WASH governance) 
  • Solid knowledge of climate change adaptation, mitigation 
  • Knowledge and understanding of Logistical and administrative procedures, Cost-effectiveness analysis, indicators and  capitalisation (international standards and methodology of intervention)
  • Expertise in project cycle management
  • Advanced knowledge of the mechanisms for coordination (the Cluster approach, humanitarian strategies and financing, the principles of partnership)
  • Advanced knowledge of the sectoral partners and the principal funding agencies 
  • Knowledge and understanding of Disaster Risk Management, the urban environment, Sustainable Development Goals, Decentralised cooperation, Water rights and sectoral government.
  • Ability to prioritise simple solutions accessible to all depending on circumstances
  • Sensitive and responsive to Gender and Diversity and Social Inclusion
  • Excellent standard of written and spoken English and Nepali 
  • Excellent computer skills including navigating email, internet, MS Word, Excel,  and PowerPoint
