Position title: Senior Programme Officer – (Multi Sectoral Program)
Contract type: Fixed term contract (Female candidates are encouraged to apply)
Duration: 6 months (Possibility of extension)
Duty station: Kathmandu

Main responsibilities:

Key Responsibility 1: Contribute in implementation of the Country Strategy by supporting program strategy and positioning in Strategic Partnership operation.

  • To play a key role in promoting program strategy to adopt the Humanitarian and
  • Development context to build /strengthen community resilience.
  • Implementation of sectoral strategy in line with ACF Nepal Country Strategy, international and national frameworks (National Periodic plan, SDG etc.)
  • Integrate program strategy and projects, including participation of community and strategic partners in drafting the plans to respond to emergencies.
  • Disseminate program country context including in humanitarian situation and update internally and externally regularly.
  • Collaborate between different technical sectors (e.g. Health, Nutrition)
  • Support CD on strengthening strategic partnership and maintain good relationships with partners at all stages of partnership management.

Key Responsibility 2: Coordinate the identification of needs and the formulation of project and its implementation

  • Coordinating the identification of humanitarian and development needs.
  • Explore implementing the feasibility study of projects (public health, technical, socio- economic, cultural and environmental aspects).
  • Involving the logistic and finance departments in the definition/validation projects.
  • Participate in visits to/by funding agencies as needed and/or requested by the Country Director.
  • Producing project proposals in accordance with formats and deadlines of funding agencies.
  • Develop lessons learned from the projects along with strategic partners.

Key Responsibility 3: Oversee the implementation of programs/projects and ensure that qualitative reports are submitted on time

  • Ensure methodologies of projects being undertaken (timetable, survey (baseline/endline), technical studies, call for tender, specifications, community approach, evaluations etc.)
  • Providing technical support (direct and at a distance) to the strategic partners.
  • Ensuring that systems of monitoring and evaluation are in place and that their results are integrated to guarantee the improvement of the projects
  • Timely validation internal reports and reports to funding agencies, as well as amendments to projects, with contributions by the teams.

Key Responsibility 4: Guarantee the quality and cost-effectiveness of projects

  • Ensure technical conformity of programs with international rules, orientations and Technical standards, and the ACF frameworks (use ACF Project Quality Management Tools “PQMT”)
  • Ensure specific monitoring (project quality, field visits, external audit), that norms (SPHERE and CHS), and national and international standards of technical quality
  • Alert the Country Director and Technical Advisor at Headquarters to all major difficulties encountered in applying necessary recommendations and/or adaptations
  • Promotion of external and internal evaluations of projects, in line with ACF evaluation policy
  • Promotion of transparency and ethical standards in the projects by highlighting complaints/grievance procedures, particularly in respect of the beneficiary population
  • Promotion of safety measures for both staff and the wider population in the implementation of projects in collaboration with Country Teams and Strategic Partners.

Key Responsibility 5: Implementation of MEAL strategic framework

  • Ensure monthly, quarterly, bi-annual activity progress reporting (APRs) of ongoing projects are adequately analysed and shared on timely manner. Facilitate regular learning, review, planning with internal and partner teams.
  • Support partners to produce quality analysis and reports to disseminate for cross-learning and sharing within ACF internally, internationally and externally with other stakeholders.
  • Contribute to development and disseminate MEAL strategy aligned with the Country Strategy within country as well as partnerships teams.
  • Implement monitoring systems within the framework of the project needs as well as strategic needs of the country
  • Build teams and partners capacity on programme development, implementation, monitoring and evaluation and MEAL capacity e.g. digital data collection, real time reporting, online survey etc.

Qualifications and required skills:

  • Master’s degree in Agriculture, Rural Development, Climate Change Adaptation, Environmental Engineering or relevant discipline with at least two years of experience in project implementation or Bachelor’s degree in relevant discipline with at least four years of experience.
  • Demonstrated skills in technical Monitoring, Evaluation, Accountability & Learning (MEAL), training and capacity building, advocacy & knowledge management. (Desirable)
  • Knowledge and understanding of partnership management, Logistical and administrative procedures, Cost-effectiveness analysis, indicators and capitalisation (international standards and methodology of intervention)
  • Solid knowledge of climate change adaptation.
  • Excellent interpersonal, networking, negotiation and communication skills
  • Excellent oral and written skills in Nepali and English
  • Strong analytical skills
  • Strong computer literacy and knowledge of database and spread sheet applications such as excel is essential, statistical and other M&E applications software e.g. ENA, SPSS etc
  • Sensitive and responsive to Gender, Age Diversity, Social Inclusion and safeguarding issues.
  • Ability to manage short deadlines and intense pressure
  • Highly organised with a strong attention to detail
