ROLE PURPOSE:

We reached approximately two million populations and invested over 29 million US  dollars in 2012 to reach more children than ever before, through programmes in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS,  and Humanitarian crises.

The Sr. Program Coordinator - HIV/AIDS is fully responsible to lead the support Project Manager and the regional team to efficiently manage HIV and AIDS, Tuberculosis and Malaria program in the FWRO region. S/he will provide technical assistance to Government run SDPs like DOTS, ART, OST, HTC and PMTCT] and sub-recipients (SRs) so that the reports are collected, complied and sent on time.  S/he will establish liaison and coordination with the district level stakeholders.      

The position holder requires to make frequent field visits in the region to ensure field based staff and SRs are have adequate technical and programmatic support to meet and maintain program quality at all level. 

SCOPE OF ROLE

Reports to: Project Manager 

Dimensions: Save the Children works in 57 districts of Nepal and nationally in Bhutan with a current staff complement of approximately 300 staff and current expenditure of approximately $US 30 million each year.

Staff directly reporting to this post:     None   

KEY AREAS OF ACCOUNTABILITY:

  • Monitor program progress and budget expenses on monthly basis and prepare follow up plan as necessary in consultation with the central staffs.
  • Liaison, coordinate and collaborate with government and likeminded organizations in the region for better synergy and resource sharing Prepare program report including progress analysis, gap identification, program quality assessment
  • Ensure that the program quality are maintained and managed by the SRs according to national guideline and protocol
  • Assist in organizing technical training/orientation to enhance the capacity of SRs as planning and ensure the sustaining of quality of the work 
  • Organize and or/ participate actively on monthly, trimester and annual review meetings 
  • Supporting Save the Children dual mandate of development programs as well as being the leader in Emergency preparedness and response for children

Capacity building

  • Support the management teams to plan, design, implement and monitor the quality of training/ workshop at PR and SR level.  
  • Plan, design and conduct capacity assessment of implementing partners/SRs and create a plan to address key issues. Also advice/assist team to plan, design, and conduct programmatic audit of implementing partners/SRs, create and translate a plan to address key issues. 
  • Guide in ensuring preparation of appropriate training and documentation system
  • Enhance capacity of implementing NGOs/SRs to effectively monitor and evaluate their assigned activities by using developed tools and database

Program coordination

  • Develop strong coordination and linkages with DACC, SRs and Government run SDPs for HIV and AIDS, malaria and Tuberculosis 
  • Ensure efficient & effective coordination, capacity building and documentation support for the important events related to HIV/AIDS.
  • Ensure proper coordination/participation and provide support on issues pertaining to HIV/AIDS
  • Participate in meetings with DACC, SRs and other regional meeting

Qualifications, Skills and Experience:

Education

  • At least Bachelor's degree (Master's preferred) in any health related discipline preferably in Public Health

Relevant Experience  

  • At least 5 years (3 years for Masters) of relevant work experience

  • Excellent verbal and written communications skills 
  • Excellent negotiation and problem solving skills  
  • Proficient in computer skills and applications
  • Demonstrated effective interpersonal skills, ability to work well in a team
