Role Purpose
The Senior Finance & Grant Manager is responsible for ensuring functional, effective & efficient accounting, financial and grant management system and timely provision of reports from partners to the Country Office. S/he will be working closely with Sabal programme and technical team in development of an annual work plan budget and with the district office teams to run smooth operations of financial and grant management. The position also requires managing and supervising the finance, grant and support staff. S/he is also responsible for regular monitoring visits to district offices & partner organisations and providing technical support and advice.

Term and Location: Fixed term position based in Kathmandu

Required Qualification: Master's degree in Commerce, Business Administration or Studies (M.Com, MBA or MBS) with at least 3 years of experience in grant and financial management at I/NGOs

Key Areas of Accountability

  • Implement accounting and fiscal control procedures to comply with Save the Children and USAID policies and procedures.
  • Contribute in costing component of Sabal project design and annual plan budget.
  • Responsible in managing the Sabal project budgets in accordance with the approved annual budget and monitor all project expenditures on an on-going basis.
  • Review and analyse pending expenditures voucher and certify for payment or for an appropriate action.
  • Responsible for the maintenance of adequate financial resources for Sabal project in coordination with the finance department of Save the Children, Nepal Country to support monthly programme operations and partner organisation reimbursements/advances.
  • Responsible for the timely completion and accuracy of monthly, quarterly accruals and other regular financial reports, pipeline and burn rate analysis report prepared for submission to USAID, other agencies and Save the Children.
  • Ensure that the VAT payment invoices are submitted to IRD through USAID, update and reconcile VAT payment and receivables.
  • Ensure effective implementation of Agresso and FAMAS accounting system.
  • Oversee the pre-award audit for new PNGOs and guide PNGOs budget development in consultation with Sabal programme and technical staff.
  • Perform monitoring and review visit of consortium partners and PNGOs financial system and records to ensure compliance with partners' budgets, SC and donor rules and regulations.
  • Organise formal and informal technical assistance on-site to partner organisations and staff on issues of financial management of SC and USAID donor policies and procedures.
  • Supervise the Finance and Grants staff.
  • As part of larger Save the Children finance staff, contribute to the on-going system improvement programme.
  • Assist in external/internal audit planning and functions.
  • Performs other duties as assigned by the DCOP, Operations.

Knowledge, Skills and Experience

  • Knowledge of documentation and financial data analysis
  • Familiar with USAID compliance, rules and regulations
  • Sound knowledge of Microsoft Word and Internet tools
  • Strong knowledge of Microsoft Excel
  • Experience of USAID grant management
  • Familiar with FAMAS accounting software
  • Experience on Audit Management
  • Experience on financial monitoring
  • Excellent facilitation skills
