ROLE PURPOSE:

We reached approximately two million populations and invested over 29 million US  dollars in 2012 to reach more children than ever before, through programmes in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS,  TB and Malaria and Humanitarian crises.

Senior Finance Coordinator will be responsible for ensuring that fiduciary risks are always at a minimum. The position holder will be responsible for the overall financial management oversight of the Global Fund grant and will ensure timely completion of financial reporting obligations as stated in the grant agreement. The position holder will also oversee administrative matters relating the Global Fund Programme. 

KEY AREAS OF ACCOUNTABILITY:

  • Responsible for GFATM grant financial management and reporting in consultation with NTC Director and Project Manager;
  • Overall authority to verify and recommend all the GFATM related expenditure before final approval by the NTC Finance Chief and Director; 
  • Develop the financial disbursement and reporting mechanism, systems and guidelines;
  • Maintain and update financial monitoring system and keep all financial records including verification of bank reconciliation on monthly basis;
  • Under the guidance of the NTC Director and Project Manager prepare annual budget for the GFATM grant programme in close collaboration with M&E staff;
  • Prepare the PUDR and EFR with the coordination of Project Manager and Senior M&E Coordinator;
  • Prepare and analyse the monthly, quarterly and yearly financial reports/Budget vs Expenditure (BvA) in coordination with PMU staff and submit to Project Manager in line with GFATM requirements;
  • Manage the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted; 
  • Assist NTC Director and Project Manager in preparing and controlling budget against the approved budget, work plan and performance framework;
  • Monitor and analyse the funds absorption rate through analysis of quarterly financial reporting by PR and SR;
  • Responsible to collect as well as analysis of monthly, quarterly and yearly financial reports including audit reports from the field offices (RHDs/DHOs/DPHOs) and provide feedback to the concerned authorities on variances;
  • Accountable to adjust year end remaining balance with the concerned government authorities (e.g. Financial Comptroller General Office) based on the information from the field offices on unspent amount at the end of each year; 
  • Maintain financial performance records and provide periodic reports to the NTC Director and Project Manager on the status of budget implementation, use of funds and projection of resource needs;
  • Collection and critical review of NTP and SR financial reports from all levels of the programme; 
  • Regular monitoring and supervision of field offices (RHDs/ DHOs/DPHOs) and  SRs  and involve in trimester performance review;
  • Oversight of internal & external audit report of field offices as well as of SRs and provide inputs/feedback to NTC Director;
  • Review and check the fixed assets register, including undertaking physical and spot checks and prepare store verification report on trimester basis;
  • As authorized by Director of NTC to obtain and manage all GFATM related financial and procurement information for Global Fund grant planning and reporting purposes under the direction of Project Manager;
  • Protect against conflicts of interest by following the procedures articulated in the PMU guidelines, within the scope of his/her responsibilities;
  • Prepare for annual audits of PR as required by the GFATM and ensure that external auditors have all relevant information. Follow up on audit reports to ensure that recommendations in audit reports are implemented; 
  • In consultation with Project Manager and NTC Finance Chief prepare the Financial Statement/Project Accounts and responsible to get approval from the concerned government authorities (Audit General of Nepal);
  • Other duties as requested by NTC Director or Project Manager.

Qualifications, Skills and Experience:

  • At least Bachelor’s degree in Management. Master’s degree in Management with specialization in Accounting and/or Finance preferred;
  • A professional Accounts qualification such as CA / ACCA, or its equivalent is preferable; 
  • Minimum of 5 years professional experience in Accounting/Finance and /or project financial management;
  • Working experience with GFATM funded programme will be highly preferable;
  • A team leader and player with excellent planning and organization skills. 
  • Sound knowledge of GoN financial policies, financial acts and rules, budget management, auditing, planning and programming;
  • Ability to perform and prioritize multiple tasks
  • Ability to work on short deadlines and multi-task.
  • Excellent computer skills including MS Word, Excel, Power Point;
  • Working knowledge of accounting software;
  • Excellent written and spoken both in English and Nepali
