USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:

(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of 
health services at facility and community levels and
(iii) improving health systems governance, within the context 
of federalism.

The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

We are seeking Expressions of Interest from qualified consultants or firms to provide facilitation of QGIS Training and Preparation of Health Maps (Atlas) of SSBH Working Municipalities.

The detail Statement of Work will only be shared with individuals or firms determined to be qualified to carry out the work. 

Responsibilities:

For trainingThe role of the expert/firm will be to:

  • Prepare training package in close collaboration with focal person at IHIMS and MEL team at SSBH. The manual developed by SSBH on QGIS for internal training will be provided to the consultant/firm as a reference.
  • Prepare training materials (i.e., manuals, cheat sheets) for the use during and after the training by the participants.
  • Prepare data sets examples and exercises relevant for the health programs (using reference of Nepal’s HMIS and other health data) for mapping and geospatial analysis
  • Facilitate two batches of five-day training events with pre- and post-test evaluations.

For map development: The role of expert/firms will be to:

  • Develop high resolution map of 138 SSBH municipalities showing all health facilities and other key features. SSBH will provide     the coordinates of the facilities and shape files of Nepal’s administrative boundary.
  • Develop maps of Karnali and Lumbini Provinces by showing key health and socio-economic indicators of the municipalities.
  • Design an atlas book by compiling all maps.
  • Submit all updated GIS database with shapefiles developed under this SoW. 
  • Claim no proprietorial ownership or copyright of the maps.
  • Be available to discuss feedback and alterations at given notice.
  • Be willing to modify or edit the maps as per the feedback provided by SSBH.

Requirements

  • Individual expert or firm with a minimum of five years of professional experience in providing services in visualization using GIS software (QGIS/ArcGIS).
  • Experience in GIS-based designing and visualization in the health data, such as geo health mapping of multiple indicators and designing communication material using GIS in the public health sector.
  • The GIS expert/firm team must be highly proficient in GIS to develop final deliverables.
  • Demonstrated experience of leading GIS mapping and geospatial analysis training using QGIS/ArcGIS
  • Familiar with and knowledge of Health Management Information Systems including its DHIS2 platform
