Technical Support Cooperation to the School Education Sector (TECSES) is a teacher education project in Nepal, supported by Finland and the European Union. The project is implemented by HY+, a company fully owned by the University of Helsinki that offers continuing education and development services.

TECSES aims to improve teacher education through collaboration with Nepal’s Ministry of Education, Science and Technology (MoEST), as well as provincial and local governments, and universities. The project places particular emphasis on promoting equity and inclusion in education.

TECSES will be implemented at the level of both policy and practice. At the policy level, the project will support the development and strengthening of teacher education for both pre- and in-service teachers, in partnership with the MoEST and universities. At the practical level, TECSES will work with provinces, local governments, and schools to strengthen teacher support systems, improve teachers’ pedagogical skills, and support school improvement to make learning more inclusive and equitable for all children. 

We operate in Karnali, Sudurpashchim, and Madhesh provinces.

Focusing on human rights, progressive values, expertise, and sustainability, TECSES works to ensure access to quality education for every child.

TECSES is funded by Finland and the European Union and will run for five years, from 2024 to 2029.

Position: Provincial Coordinator

Reports to: Chief Technical Advisor

Job Summary:

The purpose of the position is to coordinate all project support at the provincial and local government (LG) levels and provide support to PETC and the local governments (LGs) to support teacher professional development.  The Position is based in the province office.  Provincial coordinator reports directly to CTA.

Main duties:

  • Coordinate with all the key government stakeholders, international and national non-governmental   organizations and private sector partners working in the province
  • Responsible for preparing and implementing annual activity plan in close collaboration with provincial and local governments.
  • Set up effective financial, logistic and MEL systems at the provincial level in collaboration with the Financial Manager and MEL officer respectively;
  • Perform Line-Manager role to the province office staff and undertake overall financial, human resource and logistics management in the provincial office;
  • Recruit support staff and other required staff to the province office in collaboration with Finance Manager and the CTA;
  • Coordinate pedagogical mentoring and coaching support to PETC and self-learning groups of teachers in the participating municipalities;
  • Take a lead role in supporting the participating LGs in development and use of well-equipped Teacher Support systems
  • Prepare annual plans and budget to support the participating provincial and LGs in their initiatives to support teachers´ professional development
  • Undertake periodic monitoring and review of project progress in the province and report to MEL Officer at PSU Kathmandu,
  • Facilitate and support monitoring and review activities undertaken by PSU Kathmandu in the province;
  • Act as liaison between the local and provincial stakeholders and the PSU Kathmandu;
  • Undertake any other responsibilities as instructed by the CTA;

In addition, the employee is expected to perform any task reasonably assigned by the line manager.

Qualifications and Experience:

  • Master’s degree in education, Social Sciences, Development Studies, Public Administration, or a related field
  • At least 5 years of relevant work experience in province level education sector of Nepal; 
  • Experience in project management in an international non-governmental organization, donor-funded government project, national non-governmental   organization or bi/multi-lateral aid agencies or government organization is required
  • Experience in team management 
  • Experience in providing support to enhance teachers' education, teacher training system or support to teacher trainers will be an advantage.
  • Computer skills: Ms packages (Excel, Word, PowerPoint, Outlook, Teams etc) on advanced level (independent user), User experience in business process softwares.
  • Language requirements:  fluency in written and spoken English, written and spoken Nepali
