Relief Nepal is a non-profit making, non-governmental, non-political, social development organization of Sindhuli district. It was established in 2008 AD with the core objective of vulnerable and marginalized people especially women, children, youth and people living with marginalized condition are empowerment and participated in decision process about the issue affecting their livelihood. It has successfully implemented Livelihood, Child Rights, WASH, Education and DRR projects in five districts. In partnership with World Vision International Nepal (WVIN), Relief Nepal is implementing Integrated Protection Community Engagement and Sponsorship Plan (P-CESP) in Tinpatan, Golanjor and Phikkal Rural Municipality of Sindhuli district. Project: WASH SDG (6) Gender transformative and Nutrition Sensitive Project

Job Location: Sindhuli District

Reports: Chairperson/ Program Manager

Purpose of position:

The overall objective of the post is to implementation wash SDG interventions partnership with Plan International Nepal, to achieve the planned outcomes (Increasing demand for improved WASH facilities and practices, improving the quality of service provision, and by improving governance in the sector) in accordance with donor compliance, Plan International and Govt. of Nepal policies, guidelines and standards. Furthermore, this position has to ensure effective and efficient management of the project: planning of project activities and their implementation as per DIP, monitoring and managing staff, coordination with local government and stakeholders, and reporting to Plan international Filed Office (FO) as per requirement and frequency of set time line.

Qualification and Experiences: 

  • Master’s degree in social science or community development or development studies or water and sanitation/environmental/sanitary engineering or environmental science or public health or any other relevant discipline with minimum 4 years of work experience in managing the rural water, sanitation and hygiene projects is desired for this position or,
  • Bachelor’s degree in social science or community development or development studies or Civil/water and sanitation/environmental/sanitary engineering or environmental science or public health or any other relevant discipline with minimum 7 years of work experience in managing the rural water, sanitation and hygiene projects is desired for this position
  • WASH technical background will be advantageous for the position
  • INGO work experience preferred
  • Excellent knowledge and experience on social aspect of WASH, behavioral change communication activities for WASH behavior promotion, community led total sanitation (CLTS) approach, menstrual hygiene management, WASH in schools, health facilities and public places/buildings, and child to child approach.
  • National and local level principles, policies, plans, guidelines and practices of WASH sector
  • Project management and financial operations knowledge
  • Knowledge on project monitoring, data collection and analysis and report writing

Skills:

  • Project management, coordination, communication and documentations
  • Computer skill (Word, Excel, PowerPoint, Internet, email and database management)
  • Two wheeler driving skill with driving license
  • Analytical & problem solving, communication, listening, inter-personal dealing, working with team
  • Negotiation, networking, documenting, report writing in English and Nepali
  • Team management and team player

Key Role and Responsibilities:

Planning:

  • Prepare annual DIP with work break down structure
  • Prepare annual, quarterly, monthly and weekly plans as required by the project
  • Review the plans of WASH Supervisors and approve them for implementation
  • Review detail lesson and session plan of training, orientations and BCC sessions
  • Share the plan to the organization and concerned authority as per schedule
  • Prepare joint monitoring plan with local government and communities
  • Involve and facilitate/ Municipality during local level annual planning process
  • Identify the socially excluded community and beneficiaries for focused interventions

Implementation:

  • Organize sharing meetings of the project activities and coordinate at community, R/Municipality and District Coordination Committee and others stakeholder levels to update progress and lesson learnt
  • Implementation of planned activities following program implementation guideline
  • Utilize technical and financial resources efficiently for quality outputs of the project
  • Apply joint effort for collective community actions
  • Share common responsibilities to similar actors
  • Coordinate with wards, rural municipalities and municipalities for effective implementation and to avoid duplications
  • Technical support to officers and WASH Supervisors to implement the activities as per plan
  • Document the process of correspondence and recommend the bills and vouchers related to project activities
  • Publish and disseminate all the plans, reports and achievements to the organization and Plan International Field Office agency.
  • Maintain programmatic and financial transparency among communities and stakeholder
  • Monitor the project activities regularly in line with DIP and M&E plan

Monitoring and reporting:

  • Continuously monitor the progress of project activities through field visits, review meetings, stakeholder consultations, review of monthly / quarterly reports, and provide feedback / guidance to improve effectiveness.
  • Should be in the field at least 50% of time in per month
  • Review and finalize project related events; monthly, quarterly and annual progress reports and submit to the organization and Plan international Nepal Field Office (FO)
  • Develop project M&E framework in line with the proposal
  • Prepare regular monitoring plan of project activities and conduct monthly monitoring with BoD members
  • Prepare appropriate monitoring tools and templates, and apply it into the regular monitoring system
  • Prepare monitoring report at least once a month for effective implementation of project
  • Prepare events and evidence based monitoring report and share with the organization and Plan International Nepal Field office
  • Set the monitoring indicators of each project activities and conduct follow-up as per the plan
  • Review all the project documents and prepare data base and narrative reports, and submit to Plan International Nepal Field office on time
  • Review the reports submitted by WASH Supervisors; provide inputs to finalize them
  • Keep systematic record of all the reports and project documents in a proper way
  • Document and share best practices and learning, success and case stories for shared learning
  • Ensure to carry out innovative activities and researches, aligning with project objectives with technical guidance from PIN FO
  •  Organize review reflection meetings with WASH Supervisors and WASH Champions and document the outcomes

Coordination/ Networking and Influencing:

  • Coordinate with Plan international Nepal FO, CO, R/Municipalities and other stakeholders in relation to the project
  • Coordinate with local level existing groups i.e are financial institutions, FEDWASN, cooperatives, private institutions, schools (School management committee), Health post( Health Facility Operation Management Committee) and others group for resource generation and partnership promotion
  • Conduct weekly and monthly coordination meeting with Filed staff and share the document from learning
  • Collaborate and coordinate with other working I/NGOs and government agencies in field level to enhance quality activities
