LOCATION: Lumbini (Butwal) and Madhesh (Janakpur) - One for each location

1. SUMMARY OF RESPONSIBILITIES

The Program Finance Associate at The Asia Foundation (the Foundation) based in satellite office will manage the assigned donor portfolio(s), including compliance with the Foundation and donor policies, rules, and regulations, Subaward management and monitoring, supporting in financial capacity building of grantees, and program cash flow for the assigned portfolio(s). This position also reviews grantees' financial reports and monitors the financial management of grantees under the portfolio.

2. RELATIONSHIPS

Internal

Contact with all staff within the satellite offices as well as at the Foundation’s office in Kathmandu.

External

Contact with donors, grantees, and independent contractors.

3. REQUIREMENTS

Education

Bachelor’s degree in management, accounting, CA/ACCA or relevant field.

Experience

Two years of subgrant and financial management experience, preferably with donor-funded international development organizations/projects. Having experience in USAID/USG-funded subgrant’s financial management and monitoring is an added advantage.

Other

Good communication and interpersonal skills in English and Nepali, and the ability to harmoniously interact with people from diverse cultural and professional backgrounds. Advanced computer skills (Microsoft Windows, Word, Excel, PowerPoint, Outlook, Internet). Willingness and ability to travel to project sites within Nepal.

4. JOB DUTIES AND RESPONSIBILITIES

Subaward Management

  • Assist in conducting due diligence of grantees and preparing due diligence reports.
  • Review grantee budgets for accuracy and reasonableness. Prepare Letters of Grants, amending Letters of Grants and Contracts.
  • Draft and review letters and amendments of grants and contracts and process for grant number, ensuring all required contractual terms and conditions are included.
  • Assist in updating Subaward Management System (SMS) and Procurement Management System (PROMS) in a timely manner and review grant files for complete documentation.
  • Conduct Excluded Party List Screening (EPLS) checks on grantees and vendors.
  • Conduct regular field visits or office site visits to partner organizations to inspect financial control systems, verify bills and vouchers, and prepare reports for corrective measures.
  • Support in designing and delivering sessions in partner orientation and capacity-building initiatives.
  • Work closely with Program Finance Officer and Provincial Program Manager

Financial Management

  • Review grantee budgets and verify Grantee Financial Reporting and Certification.
  • Review the financial report, inspect all bills and vouchers for accuracy and completeness and prepare desk review report. Resolve outstanding issues on system.
  • Prepare and review monthly Request for Payment (RFP) for grantees and vendors.
  • Review and monitor spending projections for the CSM project.
  • Analyze and manage cash flow for CSM.
  • Communicate with the Finance unit on weekly funds requests, banking, and payment issues.
  • Collect and review of VAT invoices from partner organizations and support in VAT return file.
  • Coordinate with the Program Finance Officer in preparing and submitting VAT reports to USAID for reimbursement from the IRD office on a periodic basis.
  • Assist in reviewing requests for payment and employee expense reports.
  • Contribute to the preparation of project audits, support responses, and actions to audit comments.

Other

  • Any other tasks assigned by the Supervisor, Country Representative, or designate.
