The role of the Head of Sub-Office (Programme Coordinator) will focus on overall coordination of the programme at Phikkal Rural Municipality Sindhuli, supervision of activities implemented by field staffs, User’s Committee, accurate accounting, reporting on use of programme funds, and coordinating the monitor visits of MEAL Department to track the achievement of results. 

Specific roles and responsibilities:

1. Project Implementation: 

  • Ensure effective implementation of the planned activities & budget as stipulated in the detail implementation plan and phased budget, and provide guidance and support.
  • Work in close collaboration/coordination with all thematic head at central level (Education and Environment; Health & Hygiene and Food Security & Economic development) to maximize impact and roll out integrated interventions. 
  • Coordinate with line manager for technical assistance for smooth & quality interventions.
  • Support  field level staffs to ensure that minimum standard of the project are met and followed up according to Key Performance Indicator (KPI)
  • Identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
  • Mentoring and backstopping of field staffs in all the thematic areas and ensure the interventions is carried as per quality benchmark and project documents.
  • Coordinate with Social Mobilizers to ensure formation and proper management of Better Future Councils. 

2. Monitoring, Reporting and Documentation:

  • Ensure the field staffs provide analytical insights on project reports and quality reports of the project are produced 
  • Provide necessary information assistance to Program Managers for quality project reports
  • Regular field visit and ensure the project is implemented as quality benchmark. 
  • Prepare reports based on the innovative approaches, best practices, lesson learned, and case studies and shared at appropriate levels
  • Support to Program Manager to incorporate the key learning in upcoming plans and interventions
  • Contribute in the preparation of best practices and project documentation documented 
  • Prepare monthly progress report and submit timely to line manager
  • Facilitate meetings where appropriate and distribute minutes to all project team members
  • Coordinate field monitoring visits of MEAL Department
3. Coordination, Collaboration and Networking in the field: 

  • Maintain functional coordination and relation with Rural Municipality; other line agencies; district stakeholders and ensure Shechen Karuna’s visibility
  • Build and maintain effective relationships with stakeholders, and ensure stakeholder views are managed towards the best solution
  • Assess project risks and issues and collaborate with the field staff and Project Managers to provide solutions where applicable
  • Liaison with central office and field office on the progress, challenges and way forward to ensure smooth implementation of the project activities and staff mobilization.

Education / Qualifications 

  • Bachelor’s Degree in Rural Development; Management; Social Sciences or any other relevant degrees

Other experience and requirements

  • At least 3 years of professional experience in implementation of development projects 
  • Knowledge of functionalities of Local Government is desirable
  • Proven experience in implementation of projects in coordination with local government and stakeholders 
  • Strong commitment and willingness to live and work with remote and underprivileged communities 
  • Demonstrative project implementation capacity (field) 

(Note: Preference will be given to the qualified local candidates)

Competencies required

  • In-depth understanding of Project Cycle Management especially with remote areas 
  • Knowledge of working with Community Groups; User’s Committee; Child Clubs
  • Manages time and priorities, meets deadlines and is punctual 
  • Communicates in a clear, concise and responsible way 
  • Stays informed to innovations in the field of work and be able to initiate with the project. 
  • Adapts a collaborative attitude both inside and outside the department
  • Standard management skills, time management, quality assurance of work
  • Capacity to build and maintain effective working relations with national/local authorities, relevant institutions, intergovernmental and non-governmental organizations

Languages

  • Good command of English and Nepali language (written and spoken) 
  • Preference to the understanding of local languages like Magar

IT Knowledge

  • Good computer literacy & skills, including online collaboration tools.

Contract Duration: Regular position, with annual renewal basis January to December yearly
Clause: Based on the approval of concerned Municipalities and Social Welfare Council.
Offered Salary: Basic starting from NPR 50,000 and with other fringe benefits as per labor law and HR policy of organization.
