Nature of Consultancy: Individual Consultant-Part Time

Duration: Mid-April 2022 to Mid November 2022 

Location: Kathmandu 

1. CONTEXT AND BACKGROUND 

Habitat for Humanity International Nepal is an international non-profit organization that builds decent and affordable housing with/for families in need. The organization focuses on safe shelter, advocates and works for affordable housing, promotes dignity and hope and supports sustainable and transformational development. 

Habitat Nepal has been implementing housing projects in coordination and collaboration/partnership with the Government of Nepal (GoN). The current partnership meets major indicators of Public Private People Partnership (P4) where the resources from various stakeholders are utilized in the project. With Habitat International's new strategic approach on the way, Habitat Nepal is planning to review its existing model, document, and pave an appropriate pathway for P4.  

The P4 pilot initiative seeks to achieve project goals through the engagement of various P4 actors – families, government, private market actors, and other relevant stakeholders’ non-government organizations, individuals. The initial phase of the P4 initiative seeks to firstly build Habitat Nepal’s internal capacity related to P4 and accordingly convey the importance and benefits of a P4 initiative to relevant actors.   

The consultant will be responsible to review the existing program, researching and engaging relevant actors, and proposing a suitable conceptual framework integrating P4. Generally, the partners in the P4 include – Family/ Community, Habitat Nepal, Government, NGO Partner, Private Sector actors, and Like-Minded Organizations. The model should focus on bringing stakeholders together to work towards a common outcome where partners can share resources and reach scale through resource optimization, having responsibilities distributed as per partners' strengths.

2. OBJECTIVES AND EXPECTED OUTPUTS 

The objectives of this consulting engagement are: 

a. Baseline assessment; document and review of P4 model  

  • Stakeholders and Partnership analysis. 
  • Field research: interaction with partners/ stakeholders, families, and communities. 
  • Desk review: Program Manual, Habitat Nepal relevant guidelines, Tri-partite agreement, bi-party agreement, users committee guidelines, and other relevant GoN legal provisions, etc.  

b. Ideate P4 models 

  • Identify a suitable conceptual framework including P4 that is innovative, financially viable, and sustainable.  
  • Assess and validate the models. Identify the suitable one.   

c. Scale-up and rollout plan  

  • Recommend the pathways for the implementation especially on strengthening User Committees.  
  • Share their process of P4 with Habitat Nepal and key findings and recommendations based on their work. Recommend for updates, especially in the Program Manual and related tools. 
  • Orient Habitat Nepal and Local NGO staff on the proposed working model.   

d. Workshop with relevant stakeholders

  • Lead workshop with relevant stakeholder representatives on the importance and advantages of a P4 partnership.
  • Orient them on the necessary processes required to establish and implement a successful P4 project.

3. KEY DELIVERABLES  

  • Detailed P4 conceptual framework with roles, responsibilities, opportunities, probable barriers, and sustainable approaches.  
  • Revised program manual incorporating P4 processes and guidance. 
  • Training document for P4 model for Habitat Nepal, NGO partners, and User Committee 
  • Monthly reporting. 
  • Contract completion report. 

4. QUALIFICATIONS, SKILLS, AND EXPERIENCE 

The consultant should have  

  • Bachelor's degree required; Master’s degree preferred. 
  • At least 5 years of working experience in designing and leading initiatives involving partnerships with private and/or public sector. Direct experience negotiating and managing partnerships for joint implementation of community development projects. 
  • Experience in low-income housing is beneficial but not necessary. 
  • Experience in formulating development projects, including conceptual frameworks, and implementation guidelines. 
  • Experience in conducting qualitative research – FGDs and semi-structured interviews, analysis, and interpretation. 
  • Experience in facilitating workshops, training, and events.  
  • Experience in facilitating/ leading organizational strategies.  
  • Good communication and writing skills.  
  • Prior experience in the development sector, housing sector preferred. 
  • Knowledge of graphic design skills will be an advantage.  

5. ACTIVE SUPPORT OF HFHI VALUES 

The consultant shall be totally accountable for Habitat Nepal's data, information, and documents provided during the consultancy work. It should be deleted after the consultancy service is terminated as those may contain organizational/ families private records.   

Throughout the assignment engagement, the consultants are expected to adhere to HFHN Code of Conduct including the Safeguarding Policy, ensuring that all measures are taken to protect the rights, safety, and welfare of the individuals and communities involved. 

6. INTERESTED CONSULTANTS ARE REQUESTED TO SUBMIT: 

  • An expression of interest detailing their interpretation of the Terms of Reference (TOR)  
  • A detailed budget for proposed costs including all taxes liable to be paid.  
  • A capability statement demonstrating how they meet the required qualifications and competencies.
