Development of WASH Plan in all 109 Palika is a priority programme of the Ministry of Urban Development and Water Supply of Lumbini Province. However, the plans are at the last stage to be finalize as they are waiting for update in the data and prioritization and costing. For this last step the province ministry has been seeking dedicated technical support from UNICEF. As such support to have qualitative WASH Plans in order to leverage resources for ‘High Priority’ ranked projects endorsed by local governments. Therefore, three NWASH Coordinator is proposed, initially for 6 months (15 June 2024 to 15 December 2024). with a provision of extension subject to satisfactory performance as examined through a joint review at the early November.
To Support The Province Government Under The Guidance Of The UNICEF WASH Section And Ministry Of Urban Development And Water Supply, The Coordinator Will
Purpose Of The Assignment
The overall objective of the consultant is to provide technical assistance to Lumbini province government and local governments in NWASH based WASH planning, coordination, capacity building and onsite coaching in regular programme as well as complementary support in emergency management during flood, dengue & monsoon response, and other emergencies in the working areas of Siddharthanagar Field Office.

Scope Of Work
The WASH programme within the UNICEF Nepal Country Programme (2023-27) is aimed at children and their families to have improved and equitable access to and use of safe and sustainable drinking water and sanitation services, and improved hygiene practices (Outcome 3). This is in line to the constitution of Nepal (2072) which has embedded access to safe water supply and sanitation as a fundamental right of a citizen through provisions made in Article 35(4). Similarly, local government institutions have got mandate to formulate local level policies, guidelines, strategies and plans to help realize the people’s rights.
In relation to WASH programme, the Siddharthanagar Field Office has been providing technical assistance in Lumbini provinces in close coordination with the provincial & local governments. The major activities in close collaboration with the provincial government include improvement of climate resilient WASH service delivery, capacity building/system strengthening of WASH sector through developing geo-reference-based WASH Plan and MIS as per NWASH guidelines of the federal government. The scaling-up and rolling out WASH Plans is one of the major initiatives under the collaboration. Additionally, a robust NWASH MIS unit has also been considered one of the major initiatives that still require specific attention and facilitation so that province ministry is capable to strengthen & institutionalize the NWASH monitoring mechanism at province and help bridge among all three tiers of government.
Duration of Contract: The total duration of the contract is for 180 working days within a period of 6 months.
Duty Station: The consultant will be based in Ministry of Urban Development & Water Supply, Lumbini Province.
Deliverables

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
