We are seeking an experienced M&E Specialist to assist with our team’s implementation of USAID/Nepal’s Learning for Development (L4Dev) Contract in Kathmandu, Nepal. The contract is anticipated to start in July 2022. The M&E Specialist is responsible for supporting the activities managed by the Senior Evaluation Specialist and Knowledge Management Specialist and the program's capacity-building activities around M&E competencies in data, reporting, analysis, and use (DRAU) and support the drafting of implementing partner workplans.

Project: USAID/Nepal Learning for Development (L4Dev)

Responsibilities:

  • Develop, coordinate, conduct, and/or support the program’s capacity building activities;
  • Design core course modules comprising specific monitoring and evaluation (M&E) competencies in data, reporting, analysis and use (DRAU); project management planning (PMP); and M&E planning; data quality assessments (DQAs); and other M&E-focused topics  for USAID and implementing partner personnel;
  • Supplement M&E course modules with credentialed access to online training in the core M&E competency areas for USAID and/or implementing partner (IP) staff;
  • Provide training to USAID and implementing partner participants on M&E topics, such as DRAU, PMP and M&E Plan, DQAs, as identified by the activity;
  • Provide training support for the integration of implementing partner monitoring data into USAID systems;
  • Assist with the implementation of knowledge management (project learning) tasks under the program;
  • Serve as a point of contact for the technical teams in the Mission; and
  • Contribute to the drafting of annual work plans, M&E plans, progress reports, and other ongoing M&E tasks.

Qualifications:

  • An advanced degree (master’s degree required; PhD preferred) in a sector relevant to monitoring and evaluation of USAID/Nepal activities (e.g., economics, public policy, international relations, statistics, political science, health, education, agriculture, etc.);
  • At least five years of experience working in the development sector with a focus on capacity building, preferably in monitoring, evaluation, and learning (MEL).
  • Experience working with international organizations, preferably USAID, including coordination and conduct of capacity building and facilitation.
  • Experience using and training on computer applications relating to portal-based data entry, verification, aggregation, and reporting, as well as Microsoft Office applications.
  • Excellent organizational, oral, and written communication skills in English (a recent writing sample will be required).
  • Ability to work as an integral part of a professional team, set priorities, and handle a high volume of activities.
