Location/Duty Station: Central Office, Kathmandu (Central Office: 25%, Field: 75%)

Overall Responsibilities:

  1. Responsible for monitoring the overall implementation of Shechen Karuna projects in Phikkal RM, Sindhuli; Ruby Valley RM, Dhading and Bijaynagar RM & Yashodhara RM, Kapilvastu.
  2. Assist the Monitoring, Evaluation Accountability & Learning (MEAL) team from central office in research related activities.

Specific Roles and Responsibilities:

Strategic Roles

  • Contribute in developing and updating M & E strategies, and policies.
  • Provide valuable input in designing and formulating Standard of Operating Procedure (SOP) and M &E Plan.

MEAL Roles

  • Conduct frequent field visits for process monitoring, context monitoring, performance monitoring (activity & result), feasibility & baseline study and long-term impact studies.
  • Assist in conducting mid-term and final evaluations in coordination with the MEAL department.
  • Work with the MEAL Department to prepare a detailed monitoring plan for the field.
  • Collect both qualitative and quantitative data from the field and report as per indicated format and standard.
  • Coordinate with the Head of Sub offices and field-level staffs for scheduling the visit.
  • Report periodically to the Head of MEAL regarding the status of the project and its apparent effect in the intervention areas.
  • Undertake administrative duties, which include documentation, pre-field work logistic planning and resource acquisition.
  • Support MEAL Head in preparation and verification of data for monthly, quarterly and annual reports through coordination and communication with stakeholders and beneficiaries.
  • Support in the effective design, coordination and delivery of M&E for all the projects.
  • Perform other duties as assigned by the supervisor. 
  • MEAL Field Officer will also assist the Monitoring, Evaluation Accountability & Learning (MEAL) team from central office in research related activities.
       1. Periodically visit the intervention areas to collect data and other required information for research or         survey purpose.
        2. Assist technical consultant during technical survey or research
        3. Document and disseminate valuable learnings gained through the field visit and coordination with            other local actors to the MEAL department.
        4. Any other monitoring and evaluation work advised by the Head of MEAL Department.
  • Other duties as assigned by the Director.

Coordination

  • Coordinate with Rural Municipalities; other NGOs and I/NGO and relevant entities of Government of Nepal in the area of intervention in the project location (and province) to collect the relevant data and information. 
  • Maintain effective and efficient coordination and cooperation with the Local Government authorities and relevant stakeholders in order to monitor project activities. 
  • Support and organize field visits in coordination with field team as assigned by the Senior Management Team (SMT).

Training and Capacity Building 

  • Orient the staff members regarding M&E tools and other important field specific details periodically.

Reporting

  • Share information regularly to the MEAL team
  • Provide valuable inputs to the monthly, quarterly and annual reports
  • Produce quality performance monitoring reports, process monitoring reports and evaluation reports 

Education / Qualifications 

  • Master’s degree or Bachelor degree (with 5 years relevant work expeience) or any other relevant degrees
Other experience and requirements

  • At least 3 years of work experience in development sectors in MEAL department.
  • Strong commitment and willingness to travel, work and stay in remote areas and underprivileged communities.
  • Must be holder of 2 wheelers license.

Competencies required

  • Expertise in qualitative and quantities research methods, tools and approaches. 
  • Manages time and priorities, meets deadlines and is punctual. 
  • Communicates in a clear, concise and responsible way.
  • Stays informed to new development in intervention areas and can perceive changes to the macro environment. 
  • Adapts a collaborative attitude both inside and outside the department.
  • Standard management skills, time management, quality assurance of work.
  • In-depth understanding Project Cycle Management including Log-frame, MEAL tools such as Theory of Change, M&E Framework design.

Languages

  • Good command of English and Nepali language (written and spoken) 
  • Preference to the understanding of local languages like Awadhi; Tamang; Tharu

IT Knowledge

  • Good computer literacy & skills, including online collaboration tools. 
  • Should be well versed with project management tools.

Contract Duration: Regular position, with annual renewal basis January to December yearly

The position is contingent upon approval receipt from Social Welfare Council for 2023 proposal.

Offered Salary: Basic starting from NPR 50,000 and with other fringe benefits as per labor law and HR policy of organization.
