ROLE PURPOSE:

We reached approximately two million populations and invested over 29 million US dollars in 2012 to reach more children than ever before, through programmes in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS, and Humanitarian crises.

As part of a GFATM Malaria team, the M&E Coordinator will provide technical assistance in refining and implementing the Global Fund M&E Performance Framework in alignment with the National Malaria M&E Plan, strengthening of surveillance systems, harmonizing the use of information from various sources, and analyzing and reporting on M&E as required under the GFATM costed extension grant (March 2015 to June 2016). The M&E coordinator, under the direct supervision of the Program Manager will work closely with the Global Fund program team and provide technical guidance to district entities and the VBDRTC unit to achieve the goals set by the GFATM.

SCOPE OF ROLE: 

Reports to: Project Manager and Indirect reporting to Sr. M&E Manager

Dimensions: Save the Children works in 57 districts of Nepal and nationally in Bhutan with a current staff complement of approximately 300 staff and current expenditure of approximately $US 30 million each year.

KEY AREAS OF ACCOUNTABILITY:

  • As part of the Project team, the M&E Coordinator will provide technical oversight for all monitoring and evaluation activities and support for strengthening of malaria surveillance systems, including the following tasks:
  • Lead the Malaria M&E team for GFATM program and provide technical guidance to the PR and grant partners in M&E of the grant;
  • Provide technical inputs in the design and implementation of a comprehensive M&E system to track and monitor progress based on the Performance Framework for the Global Fund grant, in alignment with the National Malaria M&E Plan;
  • Provide support to the PR and grant partners in the development of data collection tools in support of routine monthly reporting and M&E plans, including support for an online web‐based M&E system; 
  • Oversee the design, implementation, and analysis of household, outlet surveys as part of the M&E framework; 
  • Ensure that data/reports are received accurately, completely and timely of all indicators as per the plan.
  • Assist in the design and implementation of operational research activities to test new strategies and systems for surveillance, including the use of PCR and assessment of migrant and mobile populations’ classification and mapping 
  • Contribute to the strengthening of cross‐border surveillance and data sharing as appropriate 
  • Support capacity‐building at central and peripheral levels through training and systems support in M&E and surveillance; 
  • Support preparation of and participate in relevant technical meetings, workshops, and working groups

QUALIFICATIONS AND EXPERIENCE

  •  At least Bachelor's degree (Masters preferred) in Public Health, Epidemiology or Demography or related Social Science with at least 3 years of relevant experience

Essential:

  • Strong analytical skills and extensive experience in M&E of projects and programmes.
  • Experience with assessing, setting up, and monitoring infectious disease surveillance systems
  • Demonstrated experience with survey design and implementation. 
  • Skilled in using various statistical and spreadsheet packages such as EpiData, SAS, SPSS, and excel.
  • Fluency in English.

Desirable:

  • Public health sector experience
  • Familiarity with IT systems and solutions
  • Previous experience in Malaria or infectious diseases

Work Based Skills and Competencies:

  • Demonstrated ability to work independently as well as collaboratively on a team, particularly with government sectors and partners
  • Proven ability in transferring skills, particularly working with government and non‐government colleagues
  • Demonstrated verbal and written communication and presentation skill
