Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable professionals for the Project “Sustainable Electric Transport for Nepal”(SET4NPL).

The SET4NPL project was developed by GIZ and the Global Green Growth Institute (GGGI) in partnership with the Government of Nepal and aims to:

1) Demonstrate the benefits of Electric Micro- and Minibuses (EMBs) to Public Transport Operators (PTOs) and convince them to adopt EMBs in their fleets.
2) Support the replacement of internal combustion engine (ICE) powered microbuses (11-14 seats) and minibuses (15-25 seats) with EMBs.
3) Encourage widespread reform towards electric vehicles (EVs) and improved public transport by developing and implementing viable business and financial models for EMBs in Nepal.
4) Facilitate the usage of imminent oversupply of domestic hydropower and reduce the import of fossil fuels and reduce the trade deficit.

The goal of SET4NPL (www.set4nepal.org ) will be to support and facilitate the deployment of 3,500 EMB support packages including e-ticketing machines, GPS devices, vehicle immobilizers, and LED panels, as well as optionally charging stations, maintenance contracts and 3-phase NEA electricity connection applications. Additionally, SET4NPL will support the GoN and relevant stakeholders and develop and set-up a charging station and e-ticketing ecosystem. This will lead to a direct GHG mitigation of 1,65 million tCO2e and indirect mitigation of 3,5 million tCO2e over the lifespan of EMBs.

SET4NPL is funded by the Mitigation Action Facility (www.mitigation-action.org). The Mitigation Action Facility evolved from the NAMA Facility in 2023 as a go-to platform for providing technical support and climate finance for ambitious mitigation projects with an aim of decarbonizing key sectors of the economy and society. It continues to fund ambitious climate change mitigation projects to implement Nationally Determined Contributions (NDCs) and long-term strategies (LTS) that are central to meeting the Paris Agreementgoals.

The project is active in the sectors of public transport and electric mobility and is partnering with multiple stakeholders such as government authorities, official institutions, donors and development partners, private banks, PTOs, EV suppliers, the supplier of charging stations and an e-ticketing ecosystem and other stakeholders. Many of the project activities require expertise regarding national and international laws and regulations. The ability to use precise and correct language is needed for the preparation of documents such as tenders/TORs, contracts, reports, and guidelines. Additionally, the responsibilities of this position include managing and monitoring stakeholder activities to hold them accountable based on existing agreements with the project.

Therefore, the project intends to hire an expert to provide legal and qualitative input in the described fields. The expert should not only have specific technical legal knowledge in the mentioned areas but should also be able to think independently and creatively to develop the project beyond its core targets.

The position holder is responsible for:

  • Support SET4NPL in independently drafting, reviewing, and following up on legal, regulatory, and policy documents.
  • Support SET4NPL in proactively managing, following up, and monitoring financial products and the processes and fund disbursals of the projects and partners.
  • Support SET4NPL to draft, develop and finalize documents, including but not limited to Concepts, Proposals, Guidelines, Tenders/TORs, Contracts, MoUs, Reports, Timelines, and other documents.
  • Support in developing and managing gender activities and projects for SET4NPL.
  • Support SET4NPL in adopting and using the upcoming S4GIZ processes.
  • Project management support: Responsible for pro-actively providing inputs; developing, managing, and completing concepts/proposals/activities on time and on budget; coordinating, managing, and supporting project activities and keeping track of project deadlines and aligning activities; accordingly, supporting and cooperating with the internal team, external consultants/contractors, and project stakeholders; advising on project-related topics for a continuous improvement of SET4NPL’s framework and support mechanisms.
  • Proactive research of specific topics based on SET4NPL requests as well as research on legal implications of activities related to the project e.g., data protection, technical and operational regulations for EVs, public transport, charging stations, etc.
  • Other supporting work and tasks as required.

Required qualifications and experience:

Educational Qualifications:

  • Bachelor’s and/or Master’s degree in law or other relevant fields

Professional Experience:

  • Minimum 3 years of professional experience in Nepal. Out of which, minimum 1 year of experience working as a lawyer and minimum 1 year working in a field related to the transport sector.
  • Knowledge about functioning of international organizations, official institution specially the government sector in Nepal.
  • Good communication and networking skills; positive and pro-active team-player; out of the box thinker.
  • Proven ability to produce documents in English and Nepali that meet above- average criteria in terms of structure, content and language.

Language Proficiency:

  • Proficiency in Nepali equivalent to level C1
  • Proficiency in English equivalent to level C1
