Function:

The role is vital for the management of growing country programs with a focus on finance and accounting management. He/she will take overall responsibility for Program Finance. He/she will assist the Country Director and work closely with the program team in the country.

Role:

The accounts officer is responsible for overseeing financial monitoring of the partner organization, ensuring compliance with accounting standards, financial reporting requirements, and donor regulations. She/he is expected to play a crucial role but not limited to budgeting, financial planning, and ensuring the efficient use of resources to support the organization’s mission. S/he will create, implement, and streamline financial monitoring processes and systems required to support the organization’s strategy and growth.

a) Financial Record Keeping and Transaction Management

Record and maintain all financial transactions using the FAMAS accounting system in an accurate and timely manner.
Manage accounts payable and receivable, including processing invoices, reimbursements, and payments.
Maintain and reconcile the petty cash account in accordance with the organization’s financial manual.
Handle payroll processing, ensuring timely and accurate payment to staff in line with local regulations and organizational policy.
Maintain and organize hard copies and digital archives of all financial transactions for audit and compliance purposes.

b) Bank and Cash Management

Conduct regular bank reconciliations and ensure all discrepancies are promptly investigated and resolved.
Coordinate with partner banks for payments to vendors and partner organizations.
Ensure timely transfer of funds received from the head office as well as the reimbursement to the partner organization and maintain clear documentation.
Monitoring cash flow

c) Budgeting, Reporting and Analysis

Assist in the preparation of the annual budget and quarterly financial forecasts.
Track and report on Budget vs. Expenses, ensuring all expenditures are aligned with approved budgets.
Prepare and submit monthly and annual financial reports (including income statements, balance sheets, Fund Utilization report and as required by the head office).
Prepare and send the Quarterly Wire Request to the head office.
Regularly update DFMIS expenditure reports for management and donor reporting.

d) Statutory Compliances and Internal Control

Ensure full compliance with Nepal’s tax laws, including monthly tax payments and filings.
Support in the implementation and enforcement of internal financial policies, procedures, and internal controls.
Ensure the spending aligns with the program execution in alignment with SWC PA and having an overview of the programs against the budget and finances.
Closely monitor the financial process to identify any possible improvements.
Maintain confidentiality and safeguard the organization’s financial assets.
Coordinating with statutory auditors for the annual audit process and providing necessary documents and records.
Coordinate with external auditors, supporting donor audits by addressing audit queries and preparing financial reports for individual donor projects as per the grant requirements.

e) Grant Management

Conducting monthly and quarterly reviews of the organization and program budgets and sharing key highlights with teams.
Coordinating with program teams to manage grants and contracts.
Reviewing financial reports and documents submitted by partners.
Processing due diligence for new partners, new MOUs, releasing tranches, and finalizing the closure of individual partner grants.
Analysing donor agreements to ascertain the usage of funds as per agreements with donors.
Support program team in tracking the job codes, planned verses actuals and expense report for donor reports and grant proposals.
Support the Program team on issues, trends, and changes in financial operating performance and operational delivery, while proactively communicating anticipated issues before they arise

Skills and qualifications:

A minimum of 5 years of experience in finance and accounting (including supervisory experience) in the non-profit sector is required.
Master’s degree in Finance, Accounting, or a related field, with the experience mentioned above.
Previous experience in a similar finance role.
Proficiency in accounting software and advanced MS Excel skills.
Strong attention to detail, analytical skills, integrity, communication and organization skills are required.

S/he should also feel comfortable with Excel spreadsheets and consistently approach work with energy and a positive, constructive attitude. The incumbent should be a team player with strong interpersonal skills and demonstrated ability to multitask.
