BRIEFPOSITIONDESCRIPTION
The Infrastructure Manager will be tasked with overseeing all functional aspects of construction related projects from design and procurement, to supervision and contributing to reports. With challenging environments for constructing schools, clinics, and other buildings, borehole drilling and construction this position will demand a highly motivated, detail oriented individual who will be able to solve challenges as they arise.
MAINRESPONSIBILITIES
Need Assessment.
- Be responsible for technical part of needs assessments and participate in the selection of target communities and construction facilities to be rehabilitated and / or built for the project, through technical feasibility studies, household level questionnaires, focal group discussions, visits to facilities and sites, and interview with key members of the community.
Program design and implementation:
- Liaise with Infrastructure Adviser, Emergency Deputy Team Leaders, Sectoral TAs, Field Managers, donors and the relevant government ministries on the design of structures and advise on appropriateness of design and materials
- Design and Bills of Quantities for new schools and child friendly spaces and the facility needs
- Visit and assess proposed construction sites and make decisions based on consultation with communities and local authorities.
- Maintain close contact with selected communities and inform them of issues related to the project.
- Monitor working conditions and be aware for problems that might arise regarding speed and safety.
- Identify contractors/specialists/suppliers to carry out specialised pieces of work as necessary.
- Manage all field construction supervisors, contractors and teams.
- Produce project plans, drawings or sketches and ensure that they are well understood by team.
- Produce proposals and provide weekly progress reports and usage of materials, labour, and equipment.
- Monitor construction budgets and overall performance with Program Managers
- Identify and organise procurement of all foreign and locally available construction materials
- Demonstrate high levels of commitment to Save the Children to ensure objectives are met.
- Ensure the effective and efficient use of all Save the Children resources in order to keep costs low.
- Comply with Save the Children’s Child Protection Policy to ensure maximum protection for children
- Lead, manage and motivate a team, providing clear objectives gathering feedback on their performance.
- Other duties as directed.
Monitoring, Evaluation, Accountability and Learning:
- Responsible and accountable for weekly construction site visits.
- Work with community leaders, relevant Ministries, contractors, and site supervisors to deliver projects.
- Prepare written reports on the faults identified with clear technical recommendations for improvement.
- Organise information meetings with community leaders and contractors before construction is started and inform the contractors on all relevant technical details and requirements.
- Act as the technical focal point for community leaders and contractors and advise on technical queries.
- Attend contractor de-briefing meetings and give technical input as required
- Verify all construction work carried out at the completion stage in cooperation with the relevant authority and ensure that all requirements are fulfilled before a Certificate of Completion is issued, and final payments paid.
- Revisit all projects after end of the retention period and verify final payment to the contractor or initiate repair work in case of faults as stated in the contracts with the contractors
- Verify that infrastructure construction and rehabilitation works done by partners and contractor are carried out according to quality standards established by Save the Children through quality checklists
- Plan and be responsible for the weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed)
Reporting:
- Prepare weekly progress reports and submit to the Shelter Adviser and Emergency Dy Team Leader.
- Prepare monthly Activity Reports and submit to the Logistics Manager.
- Prepare site visit reports and submit them to the Shelter Adviser and Emergency Dy Team Leader.
Integration, coordination and transversal aspects:
- Ensure construction is carried out with community participation to ensure sustainability and suitability.
- Coordinate construction activities with other sectors mainly Education and Health, to integrate activities for beneficiaries.
- Coordinate construction activities with other local actors (governmental and non-governmental).
Planning and Budgeting:
- Assist and support programme staff (Budget Holders) in preparation of project proposals and monitoring of their budgets related to all construction activities.
QUALIFICATIONS&EXPERIENCE
- Master's degree in Civil or Structural or Architectural Engineering or related and equivalent discipline and 7 years of relevant experience (5 years for GESI Group).
- Excellent planner and ability to work independently, initiative, multi-tasking and strong facilitation skills in an ever changing, dynamic environment
- Should have excellent knowledge in building Schools and Hospitals in previous projects.
- Excellent team builder. Ability to coach others and work in a team environment
- Excellent interpersonal skills and ability to work effectively in insecure environments is critical.
- Commitment and understanding of Save the Children’s aims, values and principles.
- Fluency in both spoken and written English, good report writer.
- Knowledge of local and international construction laws and regulations
- High computer literacy with proficiency in Word, Excel, PDF, Internet, AutoCAD
- Experience in conducting trainings and supervising construction crews
- Previous experience of project management.
