Overall Programme Objective
The Local Infrastructure Support Programme (LISP) in Nepal is funded by the UK Government and led by the Government of Nepal, with technical assistance provided by DT Global, in partnership with CARE Nepal. The programme strengthens the capacity of local and provincial governments—particularly in Karnali and Lumbini provinces—to plan, finance, and deliver inclusive, climate-resilient infrastructure that meets the needs of their communities, especially women, marginalised groups, and persons with disabilities.
LISP addresses Nepal’s critical infrastructure gaps by enhancing climate resilience, promoting Gender Equality, Disability, and Social Inclusion (GEDSI), and improving the cost-effectiveness of infrastructure services. Through targeted technical assistance and capacity building, the programme supports the design and implementation of inclusive infrastructure projects, strengthens financial risk management, promotes good governance, and enables data-driven planning and maintenance across key sectors such as road, irrigation, water supply, and sanitation.
Role of Position
Position Overview
The Expert will lead the entire design and construction process including survey, design, estimation, and implementation of climate-resilient bridge projects in Nepal. This includes RCC bridges and slab/box culverts, with a strong commitment to promoting Gender Equality, Disability, and Social Inclusion (GEDSI).
LISP requires a senior Road Expert whose primary role is to act as a field-embedded coach and mentor.
The purpose of this role is to strengthen how Local Governments (LGs) plan, design, implement, govern, and maintain road infrastructure by providing practical, on-the-ground learning through demonstration LGs and demonstration projects.
The assignment will emphasise learning-by-doing, using real projects and LG systems to:
The Road On-site Coaching and Mentoring Expert will provide hands-on, field-based coaching and mentoring to Local Government (LG) technical staff, elected representatives, LISP junior engineers, user committees, and contractors through active engagement in demonstration LGs and demonstration (completed and ongoing) road projects. The role is designed to strengthen practical understanding and application of good practices across the full infrastructure project cycle, including planning and prioritisation, feasibility and design, procurement and construction, and operation and maintenance (O&M). While the Expert will take a holistic, endtoend view of infrastructure delivery, mentoring inputs may also focus on specific priority topics—such as appropriate selection, layout, and performance, drainage and erosion control, slope stabilisation, climate resilience and disaster risk reduction (CR/DRR), GEDSIresponsive design and construction, construction quality control, and O&M arrangements—based on the expressed needs and context of each LG. The topics, timing, intensity, and mode of engagement, whether one-to-one or one-to-many, will be flexibly tailored in response to LG preferences, observed gaps in practice, and practical, with the overarching objective of enabling LGs to learn through doing and to apply improved approaches consistently across current and future investments.
