Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
To coordinate and contribute in the development of HMIS system and Monitoring Evaluation Accountability Learning (MEAL) approach of SCI with a scope to use data for decision making for the emergency response health program.

KEY AREAS OF ACCOUNTABILITY:
Program Support
- Develop HMIS plans in-line with projects and strategic emergency response plan following SCI and MOHP standards for data management and project/global indicators.
- Coordinate and functionally manage the overall planning of HMIS and MEAL activities
- In collaboration with line manager assist in the delivering of the M&E plan and the M&E data collection tools, and in the implementation of the M&E-related activities
Technical Responsibilities
- To develop HMIS database for emergency response health program as per program needs
- To use data from MOHP HMIS system and link them to SCI MEAL reporting
- To organize, enter and consolidate data as required for the day to day HMIS and MEAL monitoring of the health program
- Ensure appropriate systems are followed and existing SOPs for data collection are in place.
- To provide technical management and capacity building to HMIS officers
- Ensure the availability of HMIS tools at all levels.
- Plan, develop, maintain and supervise the storage, archiving, retrieval and dissemination of health info/data.
- Protect the security of health info/data to ensure that confidentiality is maintained.
- Will be involved in the data collection and data analyses for need and base line assessment.
- Provide supportive supervision to ensure data quality and records for completeness, accuracy and compliance with regulations.
- Prepare statistical reports, narrative reports and graphic presentations of medical info/data as directed by health co-ordinator.
- Compile, process and refine different project sites info/data as requested to produce a consolidate report for evaluation research and care improvement efforts
- Coordinate and communicate data to Health Cluster, MOHP and District Health Offices through their line manager
- Maintain a directory of key persons and stakeholders relevant to HIS coordination.
- Represent SCI at relevant meetings/working groups as requested by line manager

Qualification and Experience
Essential
- Bachelor's degree or equivalent in Statistics or related Social Science preferably working experience in health
- Minimum 2 years in experience in and implementation of health Information systems in field settings
- Proven skills in health information management; handling data sets, ability to organise, analyze, interpret and evaluate program data quality
- Excellent IT skills including good working knowledge of databases (Excel, Access, SQL).
- Excellent communication skills, with excellent written and spoken English
- Ability to establish strong working relationships with colleagues from different functions and cultures
- Experience of a flexible approach to managing and prioritising high workload and multiple tasks in a high paced environment with tight deadlines
- Capability of proactively identifying and addressing issues
- An understanding of and commitment to SCI’s mission, values and behaviours
- Willingness to travel and live in remote and insecure locations on short notice
