Required Qualifications and Criteria: Master's degree or equivalent, preferably in Management, specialized in  Accounting or Finance with at least 5 years of relevant working experience in planning, monitoring and evaluation in senior position.  Age should not exceed 50 years as of  February 4, 2015.

Preferred Knowledge and Skills: S/he should have proven professional experience in Program budgeting, Accounting & Implementing Progress Report (IPR). The position holder should have demonstrated managerial skills and knowledge in community driven development approach and have experience in Planning framework, Budgeting, leadership role and managing a strong team with coordinating capabilities. 

Duties and Responsibilities:

  • Administer the financing of PAF
  • Undertake program budgeting, accounting and reporting.
  • Analyze the financial position of PAF
  • Disburse funds to COs, POs and SAs on the basis of eligibility criteria project appraisal and selection
  • Perform daily administrative works related to financial functions
  • Ensure the smooth operation of Funds
  • Help the Board in selection of independent commercial auditor for annual audit
  • Maintain proper books of account as well as sub-ledger of individual POs and COs 
  • Prepare and forward monthly financial statement to DED 
  • Participate in Technical Appraisal Committee
  • Carry cost analysis of sub projects and PAF
  • Ensure proper management contract payments and ensure necessary financial statements have been submitted by PO/COs
  • Manage the maintenance of office premises & equipments
  • Oversee the preparation of contract documents and ensure that the contract documents and ensure that the contract documents are complete
  • Manage procurement of goods and services 
  • Prepare Financial Management Reports (FMIS)
  • Supervise the performance of staffs working under the division
  • Maintain ethical standards and financial discipline in the budget expenditure of PAF
  • Approve the leave application and field visit programs of the staffs working under the division according to the legal provisions in coordination with DED
  • Carry out research on PAF financial flow mechanism, ensure timely disbursement and related activities
  • Ensure regular internal and final audits of the office accounts and take necessary steps so as to carry out the recommendations given in the audit report
  • Undertake field visits for official purposes with the approval of DED
  • Assign tasks to subordinate staffs with proper division of work
  • Other activities as assigned by PAF management
