Human & National Development Society (HANDS) Nepal is a social, non-governmental, non-political, non-profit making Sindhuli based and multi-disciplinary organization registered at the District Administration Office (DAO), Sindhuli in 2057 B.S. and affiliated with the Social Welfare Council (SWC), Kathmandu since 2061 B.S. HANDS Nepal was initiated by a group of well -qualified and experienced professionals who have several years’ experiences in the area of natural resources management and integrated community development sectors. It was established with an aim to bring about sustainable development of the rural communities of Nepal through envisioning, implementing and supporting community initiatives to development. It focuses on governance, human/dalit/child rights, women empowerment, Water, Sanitation and Hygiene (WASH), gender and social inclusion, income generation, protection, health, education and sanitation of rural communities. It has been working in Sindhuli, Sindhupalchowk, Dolakha and Udayapur, Makawanpur, Lalitapur, Chitawan, Mahottari, Sarlahi, Dhanusha, Siraha, Rasuwa, Morang districts for strengthening the local governments and empowering the communities by providing knowledge, skills and awareness on education, WASH, health, solid waste management, livelihood, protection, gender, disaster and climate change adaptation in partnership with various international organizations. HANDS Nepal, Sindhuli has been working in long-term partnership with Heifer Project Nepal since 2009. Currently, the organization is collaborating with Heifer Project Nepal and Dudhauli Municipality to implement the "Partnership for Smallholder Farmers and Youth Entrepreneurship based on Agriculture and Livestock Development Program " project for 4 years. The Project is aiming for economic growth, improved livelihood and food and nutrition Security of smallholders through development of inclusive value chain. The goal of this project is to enable families involved in the project to bridge the living income gap. The working sector and sub-sector are agriculture, livelihood, social welfare, and Local development. 

HANDS Nepal is seeking a qualified and competent Finance officer.

GENERAL RESPONSIBILITIES:

Under the overall direction of Program Manager (PM) and admin and finance unit head, Finance Officer will be responsible for the financial record keeping and documentation. The finance Officer will work along with the team members and will be responsible to coordinate and establish the linkages amongst all the project team members, stakeholders, line agencies and concerned officials. The Officer will provide the timely, accurate, reports to the PM and unit head.

Specific Duties

Management of all finance operations

  • Prepare detail implementation project (DIP) budget according to project proposal.
  • Ensure that all financial transactions are accurately recorded, supported, approved and coded in SMART software, and that all cheque books, cheque list, petty cash, LOAs are maintained correctly.
  • Provide support in managing all finances, staff salaries, volunteer allowances, equipment and administration.
  • Organize all banking transactions (including deposit, withdrawal and transfer of funds);
  • Ensure timely payment of all tax payments (staff income tax, supplier tax deduction) with local tax authorities;
  • Ensure timely settlement of staff floats;
  • Provide support to other staff; ensuring Unit finances and financial information is accurate and up to date;
  • Assist staff in preparation of float request and settlement; Ensure timely disbursement of funds to working project areas;
  • Prepare monthly financial report and submit it to HANDS Nepal, HPN and Municipality as per required.
  • Ensure full compliance of income tax act, rules and related directives, Plan financial guideline, internal control system and donors' requirements.
  • Comply with donors' requirements of projects effectively

Accounting functions

  • Prepare vouchers (journals) for all financial transactions;
  • Ensures that the supporting documents attached to vouchers are accurate, valid and that complies with the tax, contract and other law of Nepal
  • Ensure that accounting records are kept up to date;
  • Ensure that all payments to supplies and/or projects are in accordance with relevant HANDS Nepal regulations and approved work plans/budgets as well as Ensure full compliance.
  • Prepare payroll and other payments;
  • Ensure that bank reconciliations as well as debtors and creditors statements are done monthly;
  • Ensure that the field expenses are recorded in line with correct budget; Track the funds advanced and expenditure reported
  • Support in maintaining office inventory and update it in regular interval. 

Field Areas Support and Coordination

  • Support in training on budget, reporting and other financial procedures of Nepal Government and HANDS Nepal, Sindhuli
  • Ensure that the field expenses are recorded in line with correct budget overhead.
  • Track the funds advanced and expenditure reported projected area and resolve issues, gaps and variances.
  • In close coordination with Program team maintain a system to monitor and forecast cash requirement.
  • Support in preparing financial analysis of field expenses for program use.

Management of all administrative Functions

  • Procurement of office equipment supplies and furniture/fixtures as per procurement policy of the organization which includes to get quotes, select vendor in coordination with procurement committee and to finalize the purchase order for Field area;
  • Arrange travel logistics for office staff, training participants, social mobilizers and volunteers including hotel reservation and hotel pickups;
  • Maintenance of efficient records and storage of office supplies. Ensure supply of adequate stocks of stationeries and other supplies;
  • Coordinate all photocopying assignments, development and printing of promotional and marketing materials for office;
  • Provide logistic support for workshops and trainings;
  • Provide support to other staff; ensuring administrative information is accurate and up to date;
  • Ensure effective relationship with the stakeholders.
  • Perform office equipment tasks such as making needed arrangement for services of telephone, emails/internet, arrange for repairs of office equipment;
  • Ensure that all organizational assets are accurately recorded and accounted; Coordinates all administrative and secretarial support service for office;
  • Take the charge of office upkeep and smooth functioning of the office utilities.
  • Prepare annual performance appraisal, leave plan, performance plan, duty rosters, duty allocation chart for his/her staff.
  • Support to finance officer to arrange and review the advance settlement file.

Other Duties

  • The organization may assign beyond the above mention duties also. This additional assigned duty also a part of job description of this position.

Competence:

  • Strong knowledge and skills in financial management and record-keeping systems for NGOs and local governments, including familiarity with government policies on taxation and procurement.
  • Language: Ability to write clearly and concisely in English and Nepali
  • Communication: Sound communication skills, managing work relationships (internal/external), coordination and networking.
  • Proven IT skills: Word, Excel, Outlook, PowerPoint, and skill of computer applications.
  • Prioritize for two wheelers driving license holder.
