Role Purpose
The Finance Monitoring Officer is responsible for providing day-to-day financial and administrative support to the Sabal Kathmandu Office. S/he will be managing finance operations at Kathmandu Office and conduct monitoring & supporting visits to Sabal district offices & partner organisations to ensure that the USAID compliances are met. The position also requires preparing of periodic financial reports, reviewing financial reports, preparing vouchers/payments, posting of financial data in accounting system; and supporting administrative & logistic management. S/he will be closely working with Programme and Operations team in Kathmandu.

Term and Location: Fixed term position based in Kathmandu with frequent field visits

Required Qualification: Bachelor's degree in Commerce, Business Administration or Studies (B.Com, BBA or BBS) with at least 3 years of experience in accounting/financial management & monitoring and general administration at I/NGOs

Key Areas of Accountability

1. Conduct monitoring & support visits to District Offices and Partner Organisations

Conduct visits for reviewing financial & administrative systems, internal controls and capacity building.
Ensure that donor compliances are met.

2. Day-to-day finance functions including financial reporting

Assist the Senior Finance and Grant Manager for timely completion of accounting and financial reporting requirements for submission to the USAID and Senior Management.
Coordinates with staff on travel advances to ensure that travel and programme advances are cleared within allowable time.
Ensure correctness of the travel claims of Sabal project staff and consultants and verify that the claim conforms to travel authorisations and regulations regarding routings, per diem, accommodation, and use of proper transportation.
Assist the Senior Finance and Grant Manager to verify vouchers/invoices submitted to Sabal for payments.
Assist the Senior Finance and Grant Manager in preparing and processing the monthly cash requirement for Sabal.
Responsible for petty cash management.
Responsible for tracking the VAT payment and reimbursement record assist in reconciliation of VAT payment and reimbursement.
Maintains all office and project financial accounts file. This include accounts payable, receivable, JEs, consultant contracts, travel expenses, and all sub-project contracts, agreements and amendments.
Perform other duties as assigned by Finance and Administration Manager.
Prepare payments, receipts & adjustments vouchers
Maintain proper filing system of all financial & administrative documents, retrieving efficiently for internal reviews, audit and other purpose.
Enter accurate financial data in SCI accounting system i.e. Agresso and FAMAS.
Work closely with Finance Coordinator to prepare periodic financial reports, budgets, revisions and analysis.

3.Internal control, compliances and audits

Ensure that robust internal control system exists within district offices and partner organisations.
Ensure compliance of local laws, donor requirements, and SCI procedures throughout cluster and partner organisations.
Ensure that the accounting is performed in line with donors and SCI procedures, and with national and international accounting standards.
Adhere to the organisational policy, procedures, local laws and donor’s requirements.
Assist to plan and facilitate audit functions, including taking action on follow up and implementation of audit recommendations.

Knowledge, Skills and Experience

Knowledge of documentation and financial data analysis
Familiar with USAID compliance, rules and regulations
Familiar with Nepal tax rules and regulations & VAT procedures
Sound knowledge of Microsoft Word and Internet tools
Strong knowledge of Microsoft Excel
Prior experience of USAID grant management
Familiar with FAMAS accounting software
