National Association of People Living with HIV in Nepal (NAP+N) is a national network of People Living with HIV (PLHIV) was established in 2003 that works at the national level and local community-based organizations and communities with a mission to strengthen the voice of PLHIV through the formation and strengthening of networks and association of PLHIV to respond to the challenges of HIV and AIDS in Nepal. NAP+N focuses on building the capacity of local PLHIV groups to respond appropriately to the needs of PLHIV and its related key populations in areas of advocacy, prevention, care, and support, counseling, raising community awareness, providing information and education, and improving access to the healthcare and legal services. 

NAP+N is seeking applications from qualified, smart, and result-oriented Nepali citizens for the following positions to support HIV and TB programs focusing on HIV case finding among other vulnerable populations (Migrant and their spouse) in the community.

Position: Finance and Administrative Coordinator
Level: 6
Reports to: Finance Manager
Duty Station: Project Management Team at Center office and frequently travel to project sites and partner organizations
Time input: 100%

Main Purpose of the Job

Coordinate with the Finance Manager in the efficient and effective implementation of HIV and AIDS program, finance, administration, and grants management related activities of National Association of PLWHA in Nepal.

Responsibilities

The following is the list of specific duties and responsibilities that fall within the scope of the job. The incumbent will perform these tasks when necessary and as appropriate, depending on the context. In addition, it may be necessary for the individual to perform duties and responsibilities that, while not specifically listed below, fall under the general categories of this job description and are within the spirit of the job.

Under the general guidance and supervision of Finance Manager, the incumbent will provide the following services:

  • Coordinate with Line Manager to implement financial and human resources policies and procedures.
  • Monitor transactions are properly recorded and entered into the computerized accounting system.
  • Monitor partners CBOs, MFR and record of accounts kept and support them on need basis.
  • Prepare different Project Budget and submit to the concerned donor in coordination with Line Manager.
  • Coordinate with Line Manager to prepare travel plan and conduct the monitoring program on need basis.
  • Prepare and finalize the Monthly Finance Report (MFR) of different projects and submit to the Line Manager for verification and if necessary, submit to the donor.
  • Coordinate and consult with other finance staffs, subordinates and program staffs on need basis to prepare the Budget Vs Expenditure and budget plan for the next month.
  • Prepare the Fund Request on quarterly basis and submit to the Donor for the request of Fund.
  • Closely monitor the cash flow within the organization and CBOs and report to Line Manager
  • Prepare financial reports and present it on management and staff meetings.
  • Collect, compile and prepare financial reports as per the project requirements.
  • Coordinate on different level of Audit (Internal, External, Annual) and Financial Monitoring from the donor in consultation with Line Manager, Finance Officer, Logistic Officer and Finance Associates.
  • Update and response the findings from Audit (Internal, External) and financial review timely manner in coordination with the finance associate, finance officer and management committee.
  • Coordinate with Donor for the smooth implementation of different Projects and Program.
  • Organize meetings with Finance Team on weekly basis and discuss in the problems received from CBOs.
  • Any other duties assigned by Project management team/Line Manager.

Required Competencies:

  • Master’s degree in management with at least 2 years of experience or bachelor’s degree in management with 5 years of working experience in Admin and Finance Department.
  • Well-handled with Microsoft Office and handy on TALLY software.
  • Should have strong team player skills.
  • Ability to work with target groups i.e. people living with HIV and AIDS.
  • Good interpersonal communication skills and calm even under pressure.
  • Excellent in preparation of financial statements.
  • Fluent to write and speak in English and Nepali.
