Role Purpose
The Finance & Administration Officer will be responsible for accounting of all incoming and outgoing financial transactions at assigned district level including preparing and generating payment vouchers; establishing standard record keeping and filing system; ensuring timely payment and settlement of advances; preparing monthly financial updates and reports to ensure compliance and smooth management of financial transaction and book keeping. In addition, s/he will also coach and guide partner organizations' staff members; coordinate with relevant stakeholders; timely monitoring and supervise project budget. This position holder will also be responsible for all the administrative and logistical arrangements at district level.

Term and Location: Fixed term position till December 2018 based in Bajura and Kalikot under MFWRO

Required Qualification: Bachelor’s degree in Commerce, Business Administration or Studies (B.Com, BBA or BBS) with at least 3 years of experience in financial management/accounting and general administration at I/NGOs


Key Areas of Accountability

  • Ensure day to day work of district office for smooth operation.
  • Involve in budget planning and review for the District and as per need.
  • Support program staff/partners in project planning, phased budget & DIP preparation, and program
  • Regularly visit partner NGOs and review their financial transaction and financial management system thoroughly on monthly basis and provide necessary feedback for further improvement.
  • Review all the financial report of partners on monthly basis, reconciled fund balance with partner, prepared GLACOS and sent to Regional office for further necessary action.
  • Implementation and overall financial management in the assigned District.
  • Ensure PNGO’s organization policy-financial, administrative, and procedures are in place and properly followed.
  • Support PNGO staff on financial management and documentation.
  • Visit partner NGOs and review their financial transaction and financial management system thoroughly on monthly basis and provide necessary feedback for further improvement.
  • Review all the financial report of partners on monthly basis then forward to Regional office
  • Ensure all partner NGOs have proper accounting structure and accuracy of recording and reporting as per SCI requirement.
  • Ensure partners have adequate information and aware on donor compliances, compliance of Govt. Tax policy and track accordingly.
  • On site coaching and provide necessary technical support to enhance capacity of PNGOs finance as well program staff.
  • Follow up for maintain reporting time line and ensure of quality reporting.
  • Monthly track budget vs expenditure of implementing partner based on DIP/Phased budget and provide feedback
  • Field visit and verification the quality of services and support at beneficiaries level.
  • Work in close coordination with Admin/Finance Coordinator to generate and compile financial report, periodical report, preparing budget/ revisions and report
  • Prepare of schedule for filed visit and forward report to FAC after field visit
  • Ensure partner NGOs are comply and regularizing all the feedbacks and audit findings
  • Ensure about safety & security of staffs and update regular basis to Security Focal Person in RO
  • Supporting Save the Children’s dual mandate of development programs as well as being the leader in emergency preparedness and response for children.
  • Familiar about SC- Financial, HR, Procurement, Vehicle, Fraud & Child Safe Guarding policy.
  • Ensure smooth running of District office in guidance of PC.
  • Ensure admin logistics and procurement of district office and initiate all the procurement of district office as and when necessary.
  • Provide technical support to physical verification, partner procurement committee, as needed of district office.
  • Supporting Save the Children’s dual mandate of development programs as well as being the leader in emergency preparedness and response for children.
  • Any other tasks given by line manager
