Roles and responsibilities of this job

Major Responsibilities:

The Finance and Administration Manager (FAM) will be accountable to Executive Director on issues related to financial and administration management. S/he will be managing the Finance and Administration Unit and ensure compliance with organizational financial policy, oversee overall financial and administrative management (including Human Resource Management and General Operation). The responsibility to be taken has been comprehensively includes as follows but these are not limited FAM should work on need basis as well.

Financial Transactions:

Ensure of proper accounting procedures and systems and internal controls to make certain that proper monitoring mechanisms are in place; identifying weaknesses and addressing them immediately
Tracking and overseeing budgets and expenditures, controlling cash and revenue expenses
Participating in preparing the AFN Program and Projects budgets, and budget implementation; monitoring all AFN financial transactions and serving as Certifying Officer
Monitoring and advising the Executive Director and Managers on the financial status of projects and programs
Establishing and consistently applying AFN cost recovery policy
Routinely monitoring financial reports, transactions, and investigating anomalies or unusual transactions and informing executive and program management of the results of the investigation when satisfactory answers are not obtained
Ensuring the compliance with local laws of the Government of Nepal
Ensure projects approval from Social Welfare Council before implementing project activities
Check and monitor reports on program and financial matters to be submitted to various agencies

Human Resource Management:

Overseeing and supervising the Human Resource unit to ensure that it carries out proper personnel management, staff learning, competency building, staff retention, evaluation, rewards and adherence of consequent personnel management
Assist Executive Director to prepare ToR and Contract agreement
Playing an active role in the recruitment of AFN core program and projects personnel
Maintain record of personal files of staffs

Procurements:

Make and update the roster of all service providers, i.e. office supplies suppliers, couriers, technical support vendors and consultants, etc
Check and ensure to comply each and every transactions are supported by sufficient documentation and approved from authorized persons before disbursement of any payment
Ensure all inventories are recorded
Support to procure goods and services as per policy of the organization

Administrative Functions:

Maintain personal and professional confidentiality
Ensure all equipment are repaired and functioning
Ensure all supplies such as petrol, diesel and other supplies are in stock readily available
Ensure all documents are renewed and taxes are paid as per GoN rules
Support to ensure all staff and office assets are covered by the accidental insurance and review of the expiry dates

Assets Management:

Obtain support to keep record of fixed assets
Keep the records of expendable items & charge to different projects in monthly basis and update the store rooms.
Support to conduct physical verification as per organizational rules

Others:

Perform any other job related work as advised by the Executive Director

Key Requirements

Masters degree in Business Studies or Business Administration with at least 3-years experience of working in finance and administrations or Bachelors degree with at least 5-years experience
Sound knowledge of financial accounting, auditing, reporting and exposure to project administration
Familiar with accounting software, preferably FAMAS, and understanding of Nepal government tax rules
An ability to write clear and concise reports; good spoken and written English
Willingness to undertake additional responsibilities and initiative
