ESP Specialist

The Millennium Challenge Account Nepal Development Board (MCA-Nepal) is a Government of Nepal (GoN) agency, formed under the Development Board Act 2013 BS (1956 AD) in order to manage a USD 630 million program co-fu Government's Millennium Challenge Corporation (MCC) Compact fund of USD 500 million and the GoN's fund of USD 130 million. The program aims to increase the availability and reliability of electricity, maintain road quality and facilitate power trade between Nepal and the region to help spur investments and accelerate economic growth. The Electricity Transmission Project (ETP), a national pride project, and the Road Maintenance Project (RMP) are two projects under the program. 

MCA-Nepal is currently focused on delivering all of its preparatory work in the field including land acquisition as site access is one of the conditions precedent before the Compact goes into entry into force i.e. before the start of the implementation of the projects. In this context, MCA-Nepal invites application for the following position under the ETP Project.

ESP Specialist-Land Acquisition (one position based in Kathmandu with frequent field visits) 

Job Summary: The ESP Specialist- Land Acquisition, under the supervision of the Project Manager - Transmission Lines, is responsible for RAP (Resettlement Action Plan) and LRP (Livelihood Restoration Plan) preparation and implementation (including land acquision for substations, transmission tower footprints and the easement (Right of Way) area for project and assisting the Project Manager in ensuring compliance of the Program activities with relevant national and international land acquisition laws and regulations, and as per the International Finance Corporation (IFC) Performance Standards. 

Position Requirements:

  • Bachelors' Degree (Required) and Advanced (Master's Degree or higher preferred) from a recognized institution in the following or equivalent fields: Natural or Social Science, Sociology, Social Work, Community Development, Development Economics, Political Science, Environmental Science, Environmental Studies, Environmental Engineering Environmental Planning Environmental Management; 
  • Demonstrated five (5) years of cumulative experience (not with standing whether earned before, after or during pursuit of required academic qualification) in environmental and social impact assessment mainly in land acquisition preferably on projects of a similar nature and capacity.
