The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites application from suitable and qualified professionals to work with a new project Green Recovery and Empowerment with Energy in Nepal (GREEN). GREEN is being implemented under the ongoing project Renewable Energy and Energy Efficiency Programme (REEEP), a technical cooperation project agreed between the Government of Nepal (GoN) and the Federal Republic of Germany. The new multi-Donor Action with co-financing from the European Union and the Federal Ministry of Economic Cooperation and Development and implemented by GIZ aims to increase sustainable consumption and production of energy in the public and private sector. The project will address both the promotion of renewable energy resources for electricity generation and access as well as energy efficient practices in industries and enterprises with the overall aim to reduce the carbon footprint of energy in public and private sectors and contributing to green growth and livelihood improvements in Nepal. In this regard, the project places particular focus on integrating disadvantaged groups, marginalized and vulnerable communities, and improving gender equality for women.

Responsibilities

1. Monitoring and Evaluation  

  • Act as a focal person for the M&E of the project, 
  • Ensure that the project monitoring system is updated, and reporting is maintained in line with the requirement of GIZ and EU. 
  • Update project progress in the project’s internal monitoring system by collecting data from the component responsible team members.
  • Track the project progress and compare it with the targets as per the operational plan; suggest for timely corrective measures when deviation occurs. 
  • Provide project’s progress report as required by project management and use the data and information in different project information sharing platforms project updates, information brochure in conventional as well as digital media.
  • Provide data information from monitoring system for project annual review, planning, evaluation. 

2. Communication and Visibility Plan

  • Update and lead the implementation of the Communication and Visibility Plan of the project.
  • Conceptualize, develop/ draft and/or edit/review information and communication materials including printed, audio-visual, web-based materials of the project process, progress, impacts, and lessons learnt.
  • Facilitate in developing TOR as well administering and closing the contract for external consulting services to develop and publishing promotional materials including print, audio/ video documentaries. 
  • Ensure quality of communication and promotional materials comply with the GIZ and EU standards and norms.
  • Draft/ edit press materials including analytical articles, press releases, success stories. 
  • Support in planning and organizing orientation and awareness campaigns, seminars, conferences organized within all project components. 
  • Preparation/ organize communication and promotional materials including background and briefing materials, project summaries, fact sheets for visibility events including participation in conferences, field visits for internal and external visitors including high level team, media.
  • Create post and content for the project website and GIZ Nepal social media account and update the information material regularly. 
  • Act as a focal person for media outreach for the the project including coordinating with national and local media including arranging the interviews, field visit, news reporting. 

3. Gender and Social Inclusion 

  • Oversee and coordinate the implementation of the gender and social inclusion plan of the project. 
  • Facilitate and ensure GESI is considered in all aspects of project implementation and provide inputs on the formulation of work plans, budgets, monitoring and evaluation mechanism. 
  • Facilitate and support project staff in ensuring mainstreaming GESI is properly addressed in project activities. 
  • Integrate gender and social inclusion in project’s M&E system and communicate GESI achievement of the project as appropriate
  • Regular analysis of GESI of the programe and provide feedback to the team, provide support to the evaluation team from the gender perspective 

Required qualification and experience:

  • Postgraduate qualifications from a recognized university with a background in energy, economics or relevant subject with strong emphasis on research methods, monitoring and evaluation, and communications 
  • 5 years of working in results-based monitoring and evaluation (with focus in energy sector highly desirable)
  • 3 years of experience in developing, planning, and implementing communications, visibility and advocacy initiatives is required.
  • In-depth knowledge with work experience in integrating gender equality and social inclusion in projects. 
  • Demonstrated knowledge and experience in monitoring and evaluation, data collection and analysis, and reporting using digital M&E tool.
  • Familiarity with multilaterals development programmes and working procedures, especially global RMB and M&E standards and practices. 
  • Experience in communications for development with sound knowledge of managing both conventional and modern media. 
  • Excellent communication and presentation skills in both English and Nepali (both written and verbal)
  • An excellent team player with strong organizational, interpersonal & management competence with the ability to effectively manage multiple priorities, tasks, and resources 
  • Very good working knowledge of IT technologies and computer applications (e.g. MS Office)
