REEEP-GREEN is a technical cooperation project agreed between the Government of Nepal (GoN) and the Federal Republic of Germany. With the support of GIZ on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ) and co-financed by the EU, REEEP-GREEN is executed by the Ministry of Energy, Water Resources and Irrigation (MoEWRI) and sets out to improve the preconditions for planning and implementation of measures for the promotion of renewable energies and the efficient use of energy in Nepal.

The project focuses on five key areas:

  • Strengthening institutional and regulatory frameworks for RE and EE at the national level.
  • Establishing participatory frameworks for RE and EE promotion at the subnational level.
  • Enhancing private sector capacity for RE market development.
  • Advancing climate-friendly technologies for electric mobility and cooking in the Pokhara-Bharatpur-Butwal/Siddharthanagar triangle.
  • Demonstrating the profitability of EE measures in industries and businesses.

Responsibilities:

The position holder is responsible for the below tasks:

  • Work closely with Alternative Energy Promotion Center/Central Renewable Energy Fund (AEPC/CREF) team to support Sustainable Energy Challenge Fund (SECF).
  • Support private sectors and banks to develop and finance commercially viable RE/EE projects. 
  • Provide technical assistance to evaluate the proposals submitted to the SECF. 
  • Prepare a pipeline of projects in SECF. 
  • Support the project applicants from application, evaluation and approval stage.
  • Ensure that the SECF projects are implemented as per the work plan agreed in PBA.
  • Oversee the entire project activities of the SECF projects to avoid duplication.
  • Ensure that the SECF projects are not getting additional subsidy and/or financial support from third party apart from what is mentioned in the PBA.
  • Support to track monthly and quarterly progress of milestones of funded projects and maintain MIS system with SECF.
  • Extract project information/data and share with M&E for programme performance assessment.
  • Co-ordinate and mobilise relevant experts from programme, AEPC and other stakeholders to provide specific technical assistance and capacity development inputs to project developers and implementers.
  • Support to ensure that the gender mainstreaming and women’s economic empowerment initiatives are adequately covered in SECF applications and projects.
  • Contribute to programme planning, implementation, monitoring and evaluation with specific inputs on work related with SECF. This will include preparation of detailed reports including quarterly and annual reports.
  • Support to ensure that all programme-related indicators are captured in the performance-based agreement signed between AEPC and SECF grantees.
  • Regularly analyse data and information on SECF, programme contributions and produce evidence-based papers.
  • Undertake field visits to ensure qualitative installation and after sales services in the field. 
  • Support the monitoring and evaluation of project activities related to SECF.

Required qualifications and experience: 

Educational Qualifications: 

  • Bachelor’s degree in Engineering, Management, Sociology (Masters preferred).

Professional Experience:

  • 5 years of progressive and relevant experience in the energy sector, with a strong focus on sustainable energy and development.
  • Proven track record of working collaboratively with private sector, local governments, province governments. 
  • Prior working experience in SECF will be an asset.
  • In-depth knowledge of Nepal’s energy sector landscape, including energy policies, strategic plans, and institutional frameworks.
  • Demonstrated expertise in promoting sustainable RE and EE solutions in sub-national government level.
  • Sound knowledge of project management methodologies, with relevant certifications will be considered an asset.

Skills and Competencies:

  • Strong networking, stakeholder engagement, and communication skills, with the ability to foster and sustain partnerships across public and private sectors.  
  • Excellent project management skills, including planning, execution, monitoring, and evaluation of energy projects.
  • In-depth knowledge of renewable energy technologies, energy policies.

Language Proficiency: 

  • Fluent in English with strong proficiency in business and professional communication.

Other knowledge, additional competences:

  • Strong ability to successfully navigate and operate effectively in a politically sensitive environment.
  • Excellent interpersonal and communication skills, with the ability to build relationships and effectively engage stakeholders.
  • A well-established network within public and private sector organizations in the energy sector. 
  • Experience working within multi-disciplinary teams in diverse, multicultural environments.
  • Strong coordination and collaboration skills with multiple partner organizations, ensuring alignment and effective project execution.
