Job Description

Reporting to: Country Director, Americares Nepal 

Duration: Six months 

Base: Americares Nepal Country Office with frequent field visits

Objective :
The objective of this position is to provide technical support to the Americares Nepal Country Office on emergency preparedness and management, disaster risk reduction and related interventions, especially program planning, managing, monitoring, and quality assurance of program activities.  

Job Summary:
The Emergency Program Coordinator will work to enhance the organization’s preparedness and response capacity to emergencies in the health sector at the Nepal Country office. As the Program Coordinator is the only member of the Emergency Unit, his/her core responsibilities is to be the country office Focal Point for all matters relating to emergency. This role will draw on a number of skill sets, including technical planning, capacity building, proposal writing, and coordination of emergency responses.
The Emergency Program Coordinator reports to the Country Director and collaborates closely with the HQ Emergency Response Team, as well as with regional Emergency Teams.

Major Responsibilities:

Emergency Preparedness under CADRE program:

  • Review and implement emergency plans such as training and response plans of Americares Nepal and lead to capacitate Americares Nepal team, Mobile Response Team and its partners on emergency response operations management;
  • Review the Americares Nepal strategic documents such the emergency response plans periodically and implement, monitor and evaluate planned activities;
  • Review and finalize action plans relevant to preparedness activities and response operations;
  • Ensure office readiness to respond to an emergency with public health concerns; 
  • Plan and coordinate the creation, training and the operationalization of the Mobile and Rapid Response Team;
  • Build, maintain and cultivate Americares network to Nepal MoH, Health Cluster, the AIN, donors, and other stakeholders;
  • Coordinate with India Office the planning for the joint-Office training and exercise program.

Disaster Risk Reduction in Health Sector:

  • Develop, help implement, and monitor Americares Nepal health DRR program;
  • Lead technical conception of program, including training and project implementation;
  • Provide or carry out DRR technical training under concepts of Thriving Local Health Centers and Safe Hospitals;
  • Perform critical review of relevant programs and best practices elsewhere in the health sector to design an adaptive and innovative new concept in reference with the agency’s strategic goals;
  • Liaise with the HQ DRR leadership regularly;
  • Unsure serene and positive partnership with technical partners. 

Response Operations Capability:

  • Ensure that the office staff are ready to operate when an emergency of public impact occurs and Americares is to respond;
  • Plan and coordinate with the CD in advance of the mobilization of resources, such as pre-dispositioned essential medicines and other resources in most vulnerable and inaccessible regions of Nepal; 
  • Plan and support efforts to establish a geographical focus-zone of interventions in coordination with potential partners. 

Additional Responsibilities:

  • Identify specific needs and demands of the Nepal country office in the technical areas of risk identification, pre-disaster recovery planning and build partnerships at the local, regional and national levels to meet those needs;
  • Promote integration of Americares Nepal within the health cluster coordination system through network and inter-agency cluster meeting attendance;
  • Liaise with relevant stakeholders in DRR and DM at national and international levels;
  • Represent Americares in disaster management meetings with coordinating bodies in Nepal;
  • Provide leadership and technical input on the design, development and implementation of DRR and DM programs in support of the national government’s priorities.


Requirement:

  • University degree in Disaster Management, Emergency Response, Humanitarian Assistance, Social Sciences, or other related disciplines, preferably a combination of management, administration, and relevant technical fields.
  • Minimum five years of experience within the field of Disaster Management, Humanitarian Assistance, or emergency preparedness is required.
  • Knowledge of Health Sector Disaster Management.
  • Proficiency in both English and Nepali.
  • Experience and advanced skills in program design methodology and guidelines for emergency planning in health sector is essential. The ability to develop and deliver trainings is valuable. 
  • Experience in planning and operating Mobile Medical teams is desirable.
  • Team player and strong communication skills, both oral and written.
  • Experience with team management or leadership positions.
  • Ability to communicate and network effectively with local authorities, government agencies and partner organizations.
  • Adaptable and willing to work with poor and excluded communities in adverse situations.
