Job Description

BACKGROUND

The Mobile Citizen Helpdesk or the #quakeHELPDESK has been running in the immediate aftermath of the devastating earthquakes of April 25th and May 12.  #quakeHELPDESK seeks to ensure public accountability in Nepal's earthquake relief efforts while providing a platform for affected communities, emergency responders, and young volunteers to report gaps at the last mile.

The joint initiative of Accountability Lab and Local Interventions Group collects, synthesizes and closes the feedback loop on information related to the earthquake response and ensures relief efforts reach those most in need. The idea in the long term is to monitor the response as a whole, evaluate spending and resource mobilization at the hyper-local level, and help individuals and communities solve specific problems on as-needed basis. In this way, accountability can be built from the bottom-up over time.

PURPOSE

District Coordinators are they key for the success of the Mobile Citizen Helpdesks. District Coordinators are responsible for ensuring the proper implementation of the monthly perception survey, collection of rumours and to establish relationship with communities, local organizations, humanitarian agencies and local government agencies. As a District Coordinator, he/she has an important task to manage and coordinate between different components at the district level as well as liaise between humanitarian agencies, government authorities and the other district stakeholders. District Coordinators are the representatives of the Helpdesk at the District and manage and supervise 5 Community Frontlineline Associates (CFA). 

SCOPE OF WORK

The District Coordinator’s contract is a full-time role. DCs shall be fully accountable to the Helpdesk at all times of their contractual engagement. This role requires frequent travels to working VDCs and to Kathmandu for regular update meeting, stakeholder exercises and trainings. 

KEY RESPONSIBILITIES

The District Coordinator will be responsible for the following:

A. Data collection and helping quake affected citizens address their grievances 

  • Collect key data and provide ongoing analysis of conditions in districts;
  • Study and understand all instructions provided through the training in order;
  • Coordinate to conduct monthly perception surveys from all working VDCs and ensure its quality and timeline;
  • Lead a team of frontline Associates based in Districts (at least 5 per district);
  • Track information about which groups or institutions are responsible for providing various types of support in given areas and circulate this information via social media and in-person networks;
  • Build and keep a positive relationship with the communities; agencies and other stakeholders;

B. Coordination with Government and Humanitarian Organizations

  • Work with local and national media, and through social media to highlight key challenges and possible solutions on relief efforts;
  • Identify major agencies working in relief as well as government programs on the same field and facilitate in bridging the gap between affected communities and organizations providing relief;
  • Track financial flows allocated to districts and “follow the money” to ensure relief spending is reaching those that need it most; 
  • Identify key I/NGOs in and around the District  and initiate dialogues;
  • Coordinate with government agencies and donors and support them in connecting with affected communities, relief organizations and individuals;
  • Follow Government decisions around relief; and inform FLAs to share with the communities affected by disaster;

C. Financials and operations in the districts 

  • District Coordinator is fully responsible for managing logistics and financials, fulfilling necessary compliance and local rules of the government and reporting to Project Manager  in Kathmandu; 
  • Promote SMS hotline number (Toll Free Number) 4000 in communities through CFAs  media partners and networking;
  • Document and record testimonies and experiences in writing, photos and videos for existing blogs and social media channels  as a means to disseminate information and raise awareness;
  • Work according to the programme need and as directed by the project manager

REPORTING ARRANGEMENTS

The District Coordinator will report to the Project Manager, and in his/her absence will report to the Project Coordinator.

PERSONAL SPECIFICATIONS

Essential Qualifications:

  • Fluent in Nepali and working of knowledge of English is required.
  • Bachelor completed, preference will be given to those who have studied sociology, development studies and project management.
  • Previous experience in the field of communicating, research, survey and working with disaster affected communities.
  • At least 2 years of work experience in community level development programs.
  • Ability to function independently and with limited supervision.
  • Ability to manage people, good inter-personal skills, and good team player.
  • Good analytical and writing skills, and experience with program oversight.
  • Knowledge and experience in program and data collection, household survey and information management and dissemination.
  • Practical experience in facilitation and interaction with government counterparts/stakeholders at different levels and ability to deal with various stakeholders and more importantly with communities.

SALARY & BENEFITS

Nrs 25,000 per month.  

DURATION

The present assignment is valid for the period of nine  months (with 3 months of probation period) and subject to renewal depending on the availability of resources, requirements of the work and performance of duties.
