PROJECT DESCRIPTION

USAID Trade and Competitiveness (Udhyam Nepal) Activity is a five-year project to increase Nepali private sector participation in targeted global value chains by making them competitive, resilient, and sustainable. The Activity will chart a new growth path for private companies by supporting them to capitalize on global opportunities – targeting quality and high value exports (of products and services). It aims to foster sustainable growth, in selected value chains, by incentivizing actors (both private and public) through investments, innovations, employment, and a business enabling environment to expand their integration into the global market. The Activity is working to achieve the goal through the following objectives:

  • To increase access to market-based financial and non-financial services; 
  • To increase productivity in sectors with high growth and employment potential; and 
  • To improve the investment climate and business enabling environment, for targeted sectors.

We are seeking a qualified candidate to fill the role of the Director of Finance, Administration and Compliance based in Kathmandu, Nepal, for a one-year contract with option of renewal in subsequent years. 

POSITION DESCRIPTION

The Director of Finance, Administration and Compliance (DFAC) leads field-based project management and operations as well as compliance, subcontracts, project financial accounting and monitoring, following USAID rules and regulations and Deloitte’s internal controls processes. The DFAC will also play a key role in the work planning process and will be instrumental in leading the Operation and Finance Unit. S/he assumes responsibility for all financial matters and ensuring that financial procedures comply with the Activity’s work plan. 

The DFAC will work closely with the Home Office team, project leadership, and Deloitte’s enabling areas, such as Contracts, Finance, Quality and Risk Management, Procurement, and Subcontracts to ensure smooth implementation of the Activity. The DFAC will report to the Chief of Party in Kathmandu with a dotted like to the Engagement Manager in the Home Office. 

RESPONSIBILITIES

Key responsibilities include but are not limited to:

  • Oversee and supervise staff supporting field operations and field-based project management in the areas of procurement, human resources, administration, travel, security, finance, compliance, contractual issues, and operations.
  • Oversee operational budget, forecasting procedures and tracking of actual expenditures and invoicing. 
  • Manage budget utilization, including budget utilization analyses to guide management in optimal budget utilization.
  • Serve as the project point of contact for all USAID financial management inquiries.
  • Collaborate with technical team to price activities
  • Contribute to project deliverables such as the quarterly reports, accrual reports and annual reports.  
  • Liaise with Deloitte home office support groups

REQUIRED QUALIFICATIONS

  • Bachelor’s Degree, Masters preferred
  • Minimum of ten 10 years in Finance, Operations and Management, specifically supporting USAID projects 
  • Minimum of 5 years in Human Resources 
  • Experience with budgeting and financial reporting requirements on multimillion-dollar USAID funded projects
  • Familiarity with USG rules and regulations
  • Working knowledge of Deloitte policies and procedures, preferred 
  • Experience in the economic development, private sector growth, or entrepreneurship, preferred  
  • Ability to manage multiple priorities and work with diverse groups
  • Team player; willing to take direction from project management and work with others.
  • Flexible and adaptive personality.
  • Self-starter, willing to take initiative, remain accountable, take ownership of work product and escalate issues as appropriate.
  • Dedicated to professional development, improvement and open to receiving constructive feedback.
  • Fluent in written and spoken English.

Location: Kathmandu, with travel to other locations of the country as required.  Note that Deloitte Consulting Overseas Projects, LLC will not cover relocation costs if selected candidate. The selected candidate is expected to be based in Kathamandu.
